The paradigm of current policing is, beyond the framework focusing exercise of police powers and relief of public damages, changing to the public convenience-oriented administration considering the public as customers, who are objects of policing, and meeting their needs. In concert with this shift of paradigm, the Korean National Police Agency surveys and evaluates the public’s satisfaction with the police service twice a year, and the researches on the improvement of the police service, using this survey data of the Korean National Police Agency, are actively conducting. The Majority of the existing researches on the improvement of public’s satisfaction with the police service shows merely that there is a correlation between public’s satisfaction and police service factors. The results of these researches indicate clearly the orientation of improvement of police service. However, they don’t establish the priority and limitation of factors influencing the public’s satisfaction with the police service. Compared to the existing researches, the purpose of this study is to establish priority and limitation of factors influencing the public’s satisfaction with the police service in order to improve the satisfaction of police service. To carry out this study, the questionnaires were conducted on 202 civilians who visit the Seongnam Sujeong Police Station and the needs analysis method was used. According to the results from the need analysis, six factors including 'kindness', 'notice' and 'convenience facilities' were selected among the 26 measuring factors to be improved for service satisfaction. Next 9 factors including 'improvement of process', 'quick handling’ ranked as second priority. Compared to the existing researches, which mainly focused on correlation-based analysis, this study has significance in settling limits to the factors that should be improved.

현대의 경찰작용은 경찰권 발동과 이로 인한 국민의 피해에 대한 구제라는 행정법적인 틀을 넘어서 경찰활동 대상인 국민을 고객으로 생각하며 국민의 눈높이를 맞추는 국민편의 중심의 행정으로 그 패러다임을 변화하고 있다. 이러한 패러다임의 변화에 따라, 경찰청에서는 연 2회 경찰서비스에 대한 국민의 만족도를 조사하여 평가하고 있으며, 이 경찰청 조사자료를 이용한 경찰서비스 개선 관련 연구도 활발히 이루어지고 있다. 기존의 경찰 서비스에 대한 국민의 만족도 향상과 관련한 연구들을 살펴보면, 대부분 주민 만족과 서비스 요소간의 상관분석에 그치고 있는 것으로 보인다. 이러한 연구결과는 서비스 개선의 방향성을 제시하는 역할을 하고 있는 것은 분명하지만, 요인의 우선성과 한계성을 설정해주지는 못하고 있다. 본 연구는 기존의 연구들과는 달리 경찰 서비스 만족도를 향상시키기 위한 요인의 우선적 선택과 한계를 설정하기 위한 목적으로 수행되었다. 본 연구를 수행하기 위하여 성남시 수정경찰서를 방문하는 민원인 202명을 대상으로 설문을 실시하였으며, 요구분석 방법을 이용하였다. 분석결과, 서비스 만족 측정 요인 26개 가운데에서 ‘친절’, ‘통지’, ‘편의시설’ 등 여섯 개 항목 을 우선적으로 개선해야 할 것으로 나타났으며, ‘처리절차 개선’, ‘신속한 처리’ 등 아홉 개 항목은 다음 순위로 개선할 요인으로 나타났다.
