“Youth is strong and the country is strong”. The minors shoulder the hope of the country and concern the country’s future and tomorrow. The healthy growth of minors is closely related to their own development, family harmony, and even the rise and fall of the country and society. However, juveniles have poor ability to identify and control, and some minors do not receive good family and school education. They are vulnerable to social bad habits, and they easily embark on the road of illegal crimes. At this time, they face criminal prosecution and face public powers of the state. On the one hand, they are prone to develop resistance and do not give correct guidance and help. They will seek more extreme measures to retaliate against the society; on the other hand, they are physically and mentally fragile and lack relevant The legal knowledge and social experience is a weak side in the process of criminal proceedings. The prevention of juvenile delinquency is of course very important. However, when juveniles commit crimes, they are subjectively malign and their ability to perceive and express cannot be compared with that of adults. Therefore, post-factual assistance and remedial measures are also essential. In order to enable the minors to grow up smoothly, return to society, and in order to maintain and protect the legal rights and interests of minors, it is absolutely necessary to construct and improve a criminal legal aid system for juveniles.

“少年强则国强”,未成年人肩负着国家的希望，关涉国家的未来与明天，未成年人的健康成长，与其自身发展、家庭和睦、甚至国家和社会的兴衰密切相关。但是未成年人辨认和控制能力较差，而且部分未成年人没有受到良好的家庭和学校教育，他们易受社会不良风气的影响，就容易踏上违法犯罪的道路。此时，他们面临刑事追诉，面临国家公权力，一方面，他们易生发抵触情绪，不给予正确的引导和帮助，他们会寻求更加极端的手段报复社会；另一方面，他们身心脆弱，缺乏相关的法律知识和社会经验，在刑事诉讼的过程中是弱势方。未成年人犯罪预防固然很重要，但是，未成年人实施犯罪行为时主观恶性小，其感知、表达能力不能与成年人相比，因此，事后的援助与补救措施也必不可少。为了使未成年人顺利成长，回归社会，为了维护维护未成年人的合法权益，完全必要构建完善的未成年人刑事法律援助制度。
