Official statistics on drug offenders show that the youth rate is not higher than other age groups, but the number of youth drug offenders and misuse cases continues to increase, which requires prevention. Therefore, the purpose of this study is to prepare measures to prevent and respond to misuse of youth drugs. The study conducted theoretical research based on literature, academic journals and academic journals and looked at the status of drug crimes based on official statistics from the prosecution and police stations. The U.S. has taken preventive measures and responded to the problem through collaboration with local social institutions to prevent misuse of drugs by youths. After looking at the U.S. prevention system and programs, the following suggestions are made to prevent and respond to drug abuse by Korean youths. First, local governments should manage and control related agencies in the region and establish a cooperative system among relevant local community institutions. Second, prevention education and program distribution for youth misuse should be strengthened to improve the professionalism of workers. Third, a framework for developing and responding to guidelines for assessing and responding to levels of misuse of youth drugs should be established. Fourth, it is necessary to conduct a systematic survey and education on awareness and promotion to reduce misuse of youth drugs.

마약류사범에 관련된 공식통계를 살펴보면, 청소년 비율은 타 연령에 비해 높지 않으나 청소년 마약류사범과 청소년 약물 오남용 현황은 지속적으로 증가하고 있어 예방이 필요한 실정이다. 따라서 본 연구의 목적은 청소년 약물 오남용을 방지하고 이에 대응하기 위한 방안을 마련하기 위한 것이다. 이 연구는 단행본·학술지·학위논문을 토대로 이론적 고찰을 하였으며, 검찰청·경찰청의 공식통계를 바탕으로 마약류 범죄현황을 살펴보았다. 미국은 청소년 마약류 오남용 예방을 위해 지역사회 기관 간 협력 체제를 통해 예방조치를 하고 이 문제에 대응하고 있어 미국의 예방시스템과 프로그램을 살펴본 후, 우리나라 청소년들의 마약류 오남용에 예방·대응하기 위한 제언을 제시하였다. 첫째, 지자체는 지역 내 유관기관을 관리하고 통제하며, 지역사회 유관기관 간 협력 체제를 구축해야 한다. 둘째, 지역사회 관련기관 종사자들의 전문성을 향상시키기 위해 청소년 오남용 예방교육 및 프로그램 보급이 강화되어야 한다. 셋째, 청소년 마약류 오남용 수준을 평가하고 대응하기 위한 가이드라인의 개발 및 대응체계가 마련되어야 한다. 넷째, 청소년 마약류 오남용을 줄이기 위해서는 인식과 홍보에 대한 체계적인 조사와 교육이 필요하다.
