Hostage rescue operations are among the most difficult missions to perform in special operations. The ideal goals of rescue hostage rescue operation are as follows: all hostages are rescued alive and safe; concluded with no or minimal casualties and damages except terrorists; and does not create new political or military complication. This paper examines the definition and types of hostage-taking terrorism, definition and success factors of hostage rescue operations. It analyzes and evaluates the success factors(simplicity, security, repetition, surprise, speed, purpose) proposed by McRaven for Israel’s hostage rescue operation at Entebbe and South Korea’s Operation Dawn of Gulf of Aden. Israeli rescue operation of the Entebbe hostage and South Korean Operation Dawn of the Gulf of Aden can be considered to have been implemented with all six factors for a successful hostage rescue operation. The success factors of this hostage rescue operation are interconnected and rely on each other, which are important factors to consider in the planning, preparation and execution phases of operations. In the planning phase, operations should be concise based on limitations of objectives, accurate information, and innovative tactics. In the preparation phase, thorough security and continuous repetition have a direct impact on the ability of the rescue unit to perform surprise and rapid operations under clear purpose during the execution phase. In the international terrorist environment, where the threat of new terrorism and homegrown terrorism continues to increase since September 11, 2001, Major countries, including South Korea, should strive to strengthen their ability to achieve the relative superiority of hostile forces by applying success factors in the planning, preparation, and execution phases of rescue operations in the event of hostage-taking terrorism. In addition, in order to develop the theory of the hostage rescue operation, it is necessary to study the failure cases of hostage rescue operations and to find ways to overcome the failure factors.

인질구출 작전은 특수작전 중에서도 가장 수행하기 어려운 임무에 속한다. 인질구출 작전의 이상적인 목표는 모든 인질들이 생존한 상황에서 안전하게 구출되어야하고, 테러리스트 외에 사상자나 손실이 없거나 최소한이 되어야하며, 새로운 정치적·군사적 난제를 발생시키지 말아야 한다. 이 논문은 인질테러의 정의와 유형, 그리고 인질구출 작전의 정의와 성공요인을 살펴보고, 맥레이븐이 제시한 성공요인(간결성, 보안, 반복적 예행훈련, 기습, 신속, 목표)을 이스라엘의 엔테베 인질 구출작전과 한국의 아덴만 여명작전 사례에 적용하여 분석·평가하였다. 이스라엘의 엔테베 인질구출 작전과 한국의 아덴만 여명작전은 성공적인 인질구출 작전을 위한 6가지 요인이 모두 적용되어 실행되었다고 평가할 수 있다. 이러한 인질구출 작전의 성공요인은 상호 연결되고 의존적으로 작전의 계획·준비·실행 단계에서 고려되어야 할 중요한 요인이다. 계획단계에서 작전은 목표의 제한, 정확한 정보, 혁신적 전술을 기반으로 간결하게 수립되어야한다. 준비단계에서 철저한 보안과 지속적인 반복훈련은, 실행단계에서 구출부대가 명확한 목표 하에 기습과 신속한 작전을 수행할 수 있는 능력에 직접적 영향을 미친다. 2001년 9/11 테러 이후 뉴테러리즘과 자생적 테러의 위협이 지속적으로 증가하고 있는 국제테러 환경 속에서, 한국을 포함한 주요국들은 인질테러가 발생할 경우 구출작전의 계획·준비·실행단계에서 성공요인이 적용되어 적대세력에 대한 상대적 우위성이 달성될 수 있는 역량을 강화하기 위해 노력해야한다. 아울러 인질구출 작전의 이론을 발전시키기 위해서는 인질구출 작전의 실패사례도 연구하여, 실패요인을 극복할 수 있는 방안을 도출할 필요성도 제기된다.
