This study sought to draw up a debate that could lead to the consensus between law enforcement agencies and members of society by using the theory of the need for security cooperation. In particular, we have recently paid attention to the paradigm of partnership between the police and the private sector, including the United States and France. In order to incorporate trends in civil aviation in Korea, we tried to analyze the details of utilization methods such as service type and volunteer type. As a part of the necessity of domestic security cooperation, the present situation of the crime and the facts about the process and the progress of the crime have suggested the time factors such as limitation of police force and increase of citizen's safety consciousness. We conducted a literature review. It is necessary to establish measures to increase confidence in private security such as the United Kingdom and Japan, and analysis of demand and supply levels confirms that the market environment of private security differs from that of general goods. Therefore, the position of the state policy and legislation is more important than the consumer's personal opinion. Therefore, it is time for the government to actively implement the policy changes that can enhance the confidence of private expense, and it is urgent that it is urgent compared to the situation abroad. Finally, the analysis of supply side of private expense shows that the role of private private expense may be limited and it is necessary to supply specialist field, and in the various aspects such as the personnel of police agency and the physical difficulties of education and training. Therefore, the police should be aware that the civilian security is a partner of security cooperation, not a mistake that the professionalism is low and the education and training is not enough to do the job, and various cooperation such as education and training are required.

이 연구는 치안공조의 필요성에 대한 이론을 활용함으로써 법집행기관과 사회구성원의 합의를 도출할 수 있는 논의를 이끌어내고자 했다. 특히, 최근 미국, 프랑스 등 해외의 경찰과 민간의 파트너십 패러다임에 주목했다. 이러한 민간공조에 대한 동향을 국내에 접목시키기 위해 용역형, 자원봉사형 등 세부적인 활용방법에 대한 분석을 시도했다. 국내 치안공조에 대한 필요성의 일환으로 범죄발생 현황과 사건의 처리 및 경과에 대한 실태를 통해 경찰력의 한계, 시민의 안전의식 증대와 같은 시대적 요인을 제안했으며, 경찰과 민간경비의 치안공조의 고찰을 위해 문헌연구를 실시했다. 영국, 일본과 같이 민간경비에 대한 신뢰를 증진시키기 위한 방안이 필요한 상황이고 수요와 공급차원에 대한 분석을 통해 민간경비의 시장 환경이 일반적인 상품을 소비하는 경우와 달리 소비자의 개인적 의사보다 국가의 정책변화, 입법의 태도, 사회구성원의 요구 등에 좌우됨을 확인했다. 따라서 민간경비의 신뢰 증진시킬 수 있는 정책적 변화를 국가에서 적극적으로 시행해야하는 시점이며, 해외의 상황에 비해 그 시급함이 요구된다. 마지막으로 민간경비의 공급측면에 대한 분석에서 실제 민간경비의 역할이 제한적일 수 있으므로 전문적인 분야의 공급이 필요하며, 경찰기관의 인력 및 교육훈련의 물리적 어려움에 대한 측면 등 다양한 영역에서 치안공조의 파트너임을 인식하고자 해야 한다. 따라서 경찰은 민간경비가 전문성이 낮고 교육훈련이 덜되어 맡길 업무가 없다고 불신할 것이 아니라 치안공조의 파트너임을 인식하고 교육훈련 등 다양한 협조가 요구된다고 하겠다.
