This article investigates the records of the national terror alert system of South Korea from multiple angles including continuity, consistency, and congruence between operating agencies. In so doing, we ultimately aim at developing suggestions for Korea’s counter-terrorism policy. Since July 2005, when the terror alert system was instituted, the Korean government has issued terror alerts 58 times. According to our 5-month research, there have mainly been three issues with the operation and records management of the terror alert system. First of all, we discovered temporal discontinuity in terror alerts. Since 2005, there were two times when no terror alerts were issued for a period longer than 12 months: 42 months from November 2005 to May 2009, and 18 months from November 2016 to May 2017. There seems to be room for improvement of the terror alert system to properly reflect the likelihood of terrorism based on thorough evaluations of political situations and critical information on terror attacks. Second, the past records of terror alerts do not maintain temporal consistency. We observed many cases that were changed without any explanations for the changes per se, details of the changes, and reasons for the changes, which led us to question the reliability of terror alert issuance. Third, we found multiple instances where the terror alert data from relevant agencies differed. Hence, we suggest the Korean government to exert extra efforts for proper management of the terror alert system, which will help them achieve transparency and accountability in administration.

본 연구는 국내테러경보시스템의 운용 현황을 연속성, 일관성, 기관 간 일치성의 측면에서 다각적으로 살펴보았으며, 이를 통해 궁극적으로 우리나라 대테러 정책 발전 방안에 대한 정책적 제언을 도출하고자 한다. 2005년 7월부터 2018년 5월 현재까지 발령된 총 58건의 테러 경보에 대한 정밀 분석을 실시한 결과, 다음과 같은 테러경보시스템 운용상의 한계를 발견하였다. 첫째, 테러경보 발령에 있어 시간적 비연속성이 발견되었다. 2005년 도입 이후 테러경보시스템이 12개월 이상 발령 경보가 없었던 것은 두 차례로, 약 42개월간의 ‘1차 단절(2005년 11월–2009년 5월),’ 약 18개월간의 ‘2차 단절(2015년 11월-2017년 5월)’이 있었다. 국내외 정세와 테러 첩보를 민감하게 포착하여 테러 경보를 발령해야 할 테러경보시스템의 기본 목표가 달성되지 못한 것으로 평가된다. 둘째, 테러경보의 과거 발령 기록의 일관성이 확보되지 못하고 있다. 테러경보 발령내역에 대하여 잦은 변경이 행해졌으며, 변경 여부 및 내용, 그리고 변경 사유를 공개하지 않음으로써, 테러경보시스템 운용 전반에 대한 신뢰성에 의문을 제기하게 된다. 셋째, 테러경보시스템 유관기관인 대테러센터와 국가정보원의 발령 기록이 일치하지 않는 경우를 다수 발견하였다. 향후 중요 정책정보이자 국가기록인 테러경보 내역의 생산・관리에 철저를 기함으로써, 현대 민주 국가에서 테러경보시스템을 포함한 모든 공공정책 및 제도의 기본 목표라 할 수 있는 행정의 투명성과 책임성에 한걸음 더 가까이 다가설 수 있을 것으로 기대한다.
