As the number of working women increases, the number of them returning home late is increasing due to the nature of various occupations and female students coming home late after school is subject to crime and becomes a social problem. To solve these problems, the Seoul Metropolitan Government implemented a “Service for the safe return home of women” project in 2013 to ensure the safety of women at night. Since the implementation of this project, as the crime incidence and second offense rate have decreased, local governments have been benchmarking and activating the “Service for the safe return home of women” as a safe city development project. However, as the problems such as lack of publicity and low usage rate arose, many places stopped this service before it even entered a stable track. Therefore, this study was conducted to examine the problems of this 6 year old service to suggest an improvement plan as follows. First, it is necessary to secure a professional scout. Second, it is necessary to expand the number of users of the service by promoting public relations activities. Third, service use time and service date need to be expanded. Fourth, the scout support system needs to be expanded. Through this improvement plan, I hope that the “Service for the safe return home of women” will be able to settle stably not only in Seoul but also in local governments.

여성의 사회진출이 많아짐과 동시에 여러 직업의 특성상 늦은 시간 귀가하는 여성들이 늘어나고 있으며, 여학생들의 방과 후 늦은 귀가가 범행대상이 되고 있어 사회적으로 문제가 되고 있다. 이런 문제해결을 위해 서울특별시에서는 여성이 밤거리를 안전하게 다닐 수 있도록 “여성안심귀가 서비스” 사업을 2013년도에 시행하였다. 사업시행 이후 범죄발생률과 재범률이 줄어드는 효과가 나타나자 각 지방자치단체에서는 안전한 도시 만들기 사업으로 “여성안심귀가 서비스”를 벤치마킹하여 활성화 시키고 있다. 그러나 홍보부족, 이용률 저조 등 문제점이 하나 둘씩 발생되면서 서비스가 안정궤도에 진입하기도 전에 중단되는 곳이 속출하고 있다. 이에 본 연구에서는 “여성안심귀가 서비스”가 도입 된지 6년이 지나고 있는 가운데 서비스의 문제점을 파악하여 개선방안을 다음과 같이 제시하고자 한다. 첫째, 전문적인 스카우트를 확보한다. 둘째, 홍보활동 활성화로 서비스 이용자를 확대한다. 셋째, 서비스 이용시간 및 서비스 제공일을 확대한다. 넷째, 스카우트 지원체계를 확대한다. 이와 같이 개선방안을 통해 “여성안심귀가 서비스” 사업이 서울특별시뿐만 아니라 각 지방자치단체에서도 안정적으로 자리 잡길 바란다.
