In Korea, in October 1945, a national police officer was detained and maintained for 73 years. However, in 1991, the local autonomy system was introduced in Korea and decentralized. It has already been 27 years since central power is gradually being transferred to local governments. President Moon Jae-in, who took office on May 10, 2017, proposed the realization of the investigation right between the prosecution and the police and the autonomous police system as one of the tasks of national affairs. Announced that it will implement an autonomous police system to share the authority of the national police, which is increasingly concerned that human rights violations become more serious as police power increases. It also announced that it would separate the administrative police and the investigation police by installing a national investigation headquarters. In addition, the autonomous police bill will be prepared by the second half of 2018, and it will be piloted in Seoul, Sejong, Jeju Special Self-Governing Province, and will be expanded to nationwide metropolitan cities by 2020. In this paper, we have considered the direction of the introduction of the autonomous police system that will be introduced and implemented in Korea in the future.

우리나라는 1945년 10월 국가경찰이 청설되어 지금까지 73년 동안 유지되어 나왔고 치안유지가 세계 최고라고 알려져 있다. 그러나 1991년 우리나라에 지방 자치제가 전격 도입되어 분권이 이루어졌다. 중앙의 모든 권력이 지방정부로 점차 이양되고 있는지도 벌써 27년의 시간이 흐르고 있다. 2017년 5월 10일 취임한 문 재인 대통령은 검경간의 수사권 현실화와 자치경찰제를 국정과제 중 하나로 제시 했다. 경찰의 권력이 비대해지면 인권침해가 크게 우려되는 만큼 비대해지는 국가 경찰의 권한을 나누기 위해 자치경찰제를 시행할 것을 발표했다. 수사권도 국가수 사본부를 설치하여 행정경찰과 수사경찰을 구분하여 운영하겠다고 발표했다. 그리 고 자치경찰제의 시행지역은 17개 광역단위 차원에서 시행하되 2018년 하반기 까지 모델과 자치경찰법안을 마련하고 서울시, 세종시, 제주특별자치도에서 시범실 시를 거쳐 2020년에는 전국 광역시도로 확대 실시한다는 복안을 내놓았다. 본 논문에서는 향후 우리나라가 도입하고 시행하게 될 미래의 자치경찰제에 대 한 도입방향에 대해 전망해 보았다.
