This study focuses on the region's alliance with Haeoreum, which is a representative regional ally in urban network, to derive a model for win-win development in the region through the airport activation strategy. It is meaningful that the airport activation strategy, as a measure to develop an inter-regional collaborative view, could be a catalyst for the growth and ignition of the city's win-win model. Pohang Airport and Ulsan Airport in the Haeoreum Alliance region were listed as multiple airports in the region and then scenario analyses were carried out using qualitative and quantitative data of domestic benchmarking airports along with analysis of status and trends for the activation of panic. Based on the empirical data, the first Haeoreum Airport Alliance Operation < Strategy 1 > is the airport alliance between Pohang Airport and Ulsan Airport is required to attract calls from airlines through the airport sharing agreement. Second, operation of Haeoreum Alliance Multiple Airport required the need for Haeoreum International Airport. In other words, for the development of regional alliances, it overcomes the inherent limitations of local airports where competitiveness is weakening. And in order to maximize resource utilization, they should have factors such as joint operations, airport operations and promotion to international airports in terms of regional alliances rather than inter-regional competition.

본 연구는 네트워크 도시로서 대표적인 지역동맹체인 해오름동맹지역 포항을 중심으로 공항 활성화 전략을 통한 권역내 상생발전 모델을 도출하고 발전방안을 제시하고자 한다. 이러한 권역내 연계 협력 관점의 발전방안으로서 공항 활성화전략은 도시 상생모델의 성장과 기폭제가 될 수 있다는 함의를 가지고 있다. 현재 성장세가 둔화된 해오름동맹지역의 포항공항과 울산공항을 지역 내 복수공항으로 전제하여 공황활성화 를 위한 현황 및 동향 분석과 함께 국내벤치마킹 공항의 정성, 정량 자료를 이용하여 시나리오 분석을 시행하였다. 국내 실증자료를 이용하여 분 석한 연구결과 첫 번째 해오름공항 동맹 운영 <전략 1>로 공동공항협정(Airport Sharing Agreement)을 통해 항공사들의 기항을 유치하기 위 한 포항공항과 울산공항의 공항동맹 추진이 요구된다. 두 번째로 해오름 동맹 복수공항 운영 <전략 2> 로 해오름지역 국제공항의 필요성이 확 인된다. 다시 말해 지역동맹체의 발전을 위해서는 경쟁력이 약화되고 있는 지역 국내공항의 태생적 한계를 극복하고 자원의 활용도를 극대화 하 기 위한 방법으로 지역간 경쟁보다는 지역동맹체관점에서 공동의 운항과 공항 운영 그리고 국내공항의 국제공항으로의 승격이라는 요소를 갖 추어야 한다. 본 연구는 향후 국제공항 승격으로 경상북도 동남부 지역의 국제선 항공수요도 포항공항이나 울산공항으로 흡수 가능할 것으로 확인되며, 해오름 동맹을 통한 지역간 상생발전 모델로서의 공항활성화 전략 제시로 항공수요예측을 통한 정책적 시사점을 도출하였다.
