This article seeks to examine a series of efforts focused on education during the integration process of Latin America promoted by MERCOSUR, one of the principal blocks of the region. Such a work begins from some fundamental questions in this regards: Does exist there a broadly agreed concept of integration in Latin America?; What parts of the vast sphere of society are the objects of priority of that integration and how will they be achieved? Particular attention is paid to the process in which the significances and the importance given to education have been changed in the integration efforts and to how the specific policies have been elaborated and put into practice by examining the projects and programs executed during the Action Plans of SEM(Educational Sector of Mercosur) in the period of 1992 to 2015. In this process a recognition of the need to form the conscience of integration, the regional citizenship and one Latina American identity and the characteristics of the efforts toward it are also analyzed through the institutional efforts within the framework of SEM.

본고는 라틴아메리카 주요 통합체들 중 하나인 남미공동시장 차원에서 이루어진 라틴아메리카의 통합 시도 과정에서 교육에 초점을 둔 노력들을 살펴보는 것을 목표로 한다. 이는 ‘라틴아메리카에는 과연 광범위하게 합의된 통합의 개념이 존재하는가’, ‘방대한 사회 영역의 어떤 부분들을 우선적 통합의 대상으로 삼고 있으며, 어떻게 그것을 이룩할 것인가’와 같은 근본적인 질문들에서 시작된다. 여기서는 1992년부터 2015년까지 남미공동시장의 교육부문 SEM(Setor Educacional do MERCOSUL)의 기간계획들 하에 행해진 프로젝트 및 프로그램들을 살펴봄으로써 남미공동시장 주도의 통합 노력에 있어 교육이라는 요소에 부여된 의미 및 중요성의 변화와 이의 구체적 실천이 어떻게 이루어져 왔는지에 주목한다. 또한 남미공동시장의 SEM이라는 틀 내에서 라틴아메리카의 통합을 위해 이루어지는 제도적 노력을 통해 통합의 의식, 지역시민의식, 라틴아메리카 정체성 형성의 필요성에 대한 인식과 노력의 성격을 이해하려 한다.
