Customs brokers are exposed to business risk while operating their offices. Recently, Customs brokers are receiving low customs fees in the face of intense price competition. However, due to FTAs ​​are expanded and regulations are revised, additional tax and customs are frequent. For this reason, the customs brokers are responsible for damages to the client(shippers). As a way to solve these problems, the customs brokers take liability insurance, which is not the perfect way to deal with the risks of the customs brokers. For this, it needs to a prudent stance when customs brokers are writing contracts with clients. It is also necessary to clarify the responsibilities of the customs authorities. And it need to strengthen members' educational activities to prevent the risk of the office itself. In addition, the Korea Customs Brokers Association (KCBA) needs to make efforts to improve the contract clauses of the customs liability insurance. Finally, concrete measures for the necessity and direction of revision of the customs legislation were suggested.

관세사는 사무소를 운영하면서 업무상 위험에 노출되게 된다. 최근 관세사들은 가격경쟁이 치열한 상황에서 낮은 통관수수료를 받고 있다. 하지만, FTA체결 확대와 잦은 법규의 개정으로 인해 관세와 가산세를 추징당하는 경우가 잦고, 이로 인해 의뢰인(화주)에 대해 손해배상의 책임을 지게 된다. 관세사들은 이를 해결하기 위한 방안으로 관세사책임보험을 들게 되는데, 이것 또한 관세사의 위험을 해결하는 완벽한 방법은 아니다. 이를 위해, 관세사와 의뢰인 간의 계약서 작성시 보수적 입장을 견지할 필요가 있다. 또한 관세사의 책임에 대해 명확히 해둘 필요가 있다. 그리고 사무소 자체에서 위험을 예방하기 위한 방안으로, 구성원들의 교육활동 강화가 필요하다. 또한 관세사협회에서는 관세사손해배상책임보험의 계약 조항의 개선을 위한 노력이 필요하다. 끝으로 관세법의 개정의 필요성과 방향에 대한 구체적 대응방안을 제시하였다.
