The purpose of this study is to identify the seriousness of adolescent Internet gambling addiction and to propose an effective policy countermeasure against the second crime. Therefore, we propose the measures to prevent and minimize the second crime caused by juvenile internet gambling addiction based on the results analysis of internet gambling addiction and the second crime cases. First, there should be a plan for expanding preventive education for gambling addiction and compulsory education must be conducted at least forth a year. In foreign countries, various gambling addiction prevention programs suitable for the level of elementary, middle, and high school students are actively operated as active countermeasures against gambling addiction and the mandatory implementation is legally stipulated. Second, the gambling addiction has the similar characteristics with drug abuse and violence. Therefore, in order to prevent recidivism and the second crime caused by it, a social safety net should be established through cooperation of each institution. Third, the legal system should be improved to reinforce the gambling site authentication process to block juvenile from accessing such sites, along with the continuous crackdown on illegal gambling-related advertisements and illegal gambling sites. Also, strong punishment for habitual illegal gambling must be applied.

본 연구에서는 청소년 인터넷 도박중독에 대한 심각성을 인지하고 이로 인해 발생하게 되는 제2차 범 죄에 대한 효과적인 정책적 대응방안을 제시하고자 하였다. 따라서 청소년의 인터넷 도박중독의 실태현 황과 이로 인해 발생되는 2차 범죄사례 등을 분석한 결과를 토대로 청소년 인터넷 도박중독으로 인한 2 차 범죄를 예방하고 재범을 최소화하기 위한 방안을 제시하면 다음과 같다. 첫째, 청소년을 대상으로 도박중독에 대한 예방교육의 확대 및 연 4회 이상의 의무교육을 실시할 수 있는 방안이 마련되어져야 한다. 이미 외국에서는 청소년의 도박중독에 대한 적극적인 대처로서 초·중·고 학생들의 수준에 맞는 다양한 도박중독 예방 프로그램을 운영하고 의무적 실시를 법적으로 명시화하고 있다. 둘째, 도박중독도 마약, 폭력등과 같은 상습성을 가지고 있기 때문에 재범을 방지하고 이로 인해 발 생될 2차 범죄를 예방하기 위해서는 각 기관의 협력을 통한 사회안전망이 구축되어져야 한다. 셋째, 불법 도박 관련 광고와 인터넷 불법도박 사이트에 대한 지속적인 단속 및 상습적인 불법도박에 대한 강력한 처벌과 함께 도박 사이트의 인증절차를 강화하여 청소년들의 무분별한 가입을 원천적으로 봉쇄하는 법제도의 개선이 이루어져야 한다.
