Among the Tongsina(通信使) who were sent to Japan 12 times in the Latter Period Chosun Dynasty, the 9th Tongsinsa(己亥使行, 1719) is known to have active cultural exchanges. However, not only cultural exchanges, but also many incidents occurred between Tushima-han(対馬藩) and Tongsinsa. Previous research has focused on the case in which Shin Yoo-han argued over the issue of etiquette and refused to visit Daebutsu Temple in Kyoto. The magazine focused on the fact that there were short of horses on September 11 and September 23. Both September 11 and September 23 were equally short of horses. But in the two days, the Tongsinsa are totally different. On the morning of September 12, they said, “There were short of horses yesterday, so there was someone who couldn't start, We won't start today.” and they refused to start. And they also said that they will tell Keiin(京尹). Tushima-han persuaded them and they finally decided to leave. However, on the way the General Manager Chungsa says, “I can't move anymore because of my chest pain.” Tushima-han tried hard to persuade. However, the schedule was finally changed. Tushima-han thought the disease of the General Manager Chungsa was a fake illness. On the contrary, September 23 was short of horses than September 11. However, the General manager Chungsa starts off without complaining so much. Is this because they have experienced short of horses before? There was no special incident in the record of Tushima-han and the Tongsina from September 11 to 23. If so, what caused it? Before September 11, Tushima-han, the guide to the sea route had far greater power than the Tongsina. Before September 11, Tongsina‘s claims were unilaterally frustrated. I think the sensitive response to the short of horses on September 11 should be seen as a power game expressing discontent over the sea route.

조선시대 후기에 들어 12차례 일본에 보내졌던 통신사 가운데, 9차 사행(1719)에 해당하는 기해사행은 문화적 교류가 활발한 사행으로 알려져 있다. 그러나 문화적 교류뿐만 아니라, 쓰시마와 통신사 측에서는 많은 사건도 발생하였다. 기존의 연구는 신유한이 예법에 대한 문제를 거론하며 논쟁을 벌였던 일과, 교토 다이부쓰지(大仏寺)를 방문하는 것을 거절했던 일에 집중되어 있다. 본고는 이중 9월 11일과, 9월 23일에 말이 부족한 상황에 집중하였다. 9월 11일과 9월 23일은 동일하게 말이 부족하였으나, 두 날에 있어서, 통신사 측의 반응은 전혀 다르다. 9월 12일이 되자, 어제부터 출발하지 않은 사람이 있으니 출발하지 못 하겠다며 출발을 거부한다. 그리고 게인(京尹)에게 알리겠다고 말을 한다. 쓰시마의 설득 끝에 다시 출발을 결정하였지만, 정사는 도중에 가슴이 아파서 더 이상 이동하지 못하겠다고 말한다. 쓰시마의 설득도 아무 소용없이, 결국에는 정해진 일정을 변경하게 된다. 이 정사의 병에 대해 쓰시마는 꾀병으로 의심하고 있는 것 같다. 이에 비해 9월 23일은 9월 11일보다 말이 더 부족하였지만, 별다른 불만을 말하지 않고 예정대로 출발을 한다. 이것은 과연 말이 부족한 것에 대한 경험이 있었기 때문이었을까? 11일부터 23일까지 특별한 사건은 없었다. 그렇다면 무엇이 원인이었을까? 9월 11일 이전에는 바닷길을 안내하던 쓰시마가 통신사보다 우위에 있음은 자명한 사실이었다. 9월 11일 전에는 통신사 측의 주장이 일방적으로 좌절되는 경우가 빈번하게 발생하였다. 9월 11일에만 유독 말이 부족한 것을 두고 과민하게 반응한 것은 통신사 측이 지금까지 갖고 있던 불만을 표출했던 알력 다툼으로 보는 것이 합당할 것이다.
