This study derived the evaluation factors for the public management system into the establishment of project plan, operation of organization, participation of members, and follow-up management based on preceding studies on urban redevelopment projects. The importance in each factor was analyzed to suggest the future directions for public management system. The results of analyzing the importance of the evaluation factors are as follows; The most important area was follow-up management, followed by establishment of project plan, operation of organization, and participation of members, in respective order. Although the commencement of a project is important in public management system, the follow-up management for the project is also important, and therefore, the system needs to be improved in the direction of continuing the follow-up management. Regarding the importance in each evaluation factor, the importance in the establishment of project plan appeared to be the development of a stable business structure during the implementation of a project while that in the operation of organization was the inducement of transparency in the operation of the association which is the initial purpose of the public management system. The importance in the participation of members area was the reduction of overall expenses following the operation of the project and that in the follow-up management was the inducement of self-sufficient local development.

본 연구는 도시정비사업과 관련된 선행연구를 통하여 공공관리제도의 평가요인을 사업계획 수립, 조직운영, 구성원참여, 사후관리 분야로 도출하였다. 그리고 각 요인에서 중요도를 분석하여 공공관리제도가 앞으로 나아갈 방향을 제시하고자 하였다. 평가요인의 분야별 중요도를 분석한 결과는 다음과 같다. 가장 중요하게 도출된 분야가 사후관리 분야이며, 그 다음은 사업계획 수립, 조직운영, 구성원참여 분야의 순이다. 이는 공공관리자제도가 시작단계도 중요하겠지만, 사업은 계속 진행되므로 해당사업의 사후관리도 중요하기 때문에 사후관리를 지속할 수 있는 방향으로 제도를 개선하여야 한다. 또한, 평가요인 분야별 중요를 살펴보면, 사업계획수립 분야는 사업 시 안정적 사업구조 조성이고, 조직운영분야에 있어서는 공공관리자제도의 초기 초입 목적인 조합업무의 투명한 운영유도이다. 그리고 구성원참여분야는 사업운영에 따른 제반비용을 절감하는 것, 사후관리 분야는 자족성 있는 지역발전의 유도로 나타났다.
