Development of restricted areas is constant problematization and social controversy even now after the system was introduced and brought a big change in people's living conditions due to the introduction. Public opinion opposed to each other violations of property rights and the development of the government's justification for this is a restricted area residents continued conflict situation that seems aspects. Therefore, the agreement on the recognition between these subjects and developed by management to overcome the incessant conflict between the restricted area residents structures in order to maintain the essential features of the development schemes restricted area that everyone can relate to the social area residents and governing body is very important. This study was developed after looking into the restricted area, the living environment of the residents in relation to restricted areas developed by analyzing the recognition of basic research and to present the implications own heads. The need for research on the development of mutual relations of the subject being raised regarding restricted areas in particular, of the principal that is directly related to the development of a restricted area among central and local governments, and local governments, the role of local governments is judged to be important

개발제한구역은 제도가 도입된 이후에 지금까지도 끊임없는 논란과 사회문제화 되고 있으며 이 제도 도입으로 인해 주민들의 생활환경에는 커다란 변화를 가져왔다. 공익을 위한 정부의 명분과 개발제한구역 거주민의 사유재산권 침해라는 서로 상반된 의견이 지속적인 대립양상을 보이고 있는 실정이다. 따라서 이러한 관리주체와 개발제한구역 거주민 간의 끊임없는 갈등구조를 극복하여 사회적으로 모두가 공감할 수 있는 개발제한구역제도의 본질적인 기능을 유지하기 위해서는 구역 거주민과 관리주체 간의 인식에 대한 합의가 무척 중요한 일이다. 본 연구는 개발제한구역 현황을 살펴본 후, 개발제한구역의 주민생활환경과 관련하여 기초자체단체장들의 인식조사를 분석하여 시사점을 제시하고자 한다. 개발제한구역에 관한 주체의 상호 관련성에 관한 연구의 필요성이 제기되고 특히, 개발제한구역의 직접적인 관련이 있는 주체 중에서 중앙정부와 지방정부 그리고 지방정부 중에서도 기초자치단체의 역할이 중요하다고 판단된다.
