Indiscriminate recognition of newly included public projects located on the bounds of public interest based on the related laws causes the social conflicts and denial of publicness for the public projects when performed without sufficient social consensus and public awareness. The system of project recognition based on related laws is considerably useful for the efficient implementation of public projects, which leads to decrease of project cost and maximization of public interest. Nonetheless, indiscriminate authorization of public expropriation based on the related laws, for sole purpose of efficient implementation of projects without proper procedure of project recognition, should be avoided. Although recognition of such projects with consensus on public interest among members of society as traditional public ones should be maintained, recognition of newly included projects with the expansion of (the concept of) public interest should be performed with utmost care to minimize the violation of private interests.
