This research has as its purpose an objective to analyze the current status and problems of the system of Invention Teacher Certification System and to find a way to grow excellent Invention Teachers and to improve the quality of invention education by settlement of Invention Teacher Certification System. The results and conclusions are as follows. Firstly, in spite of the positive prospect that the future demand for school invention education will be expanded and students' interest will increase, there is a recognition that the number of teachers with relevant major, and the professionalism and infrastructure, interests from government/parents/students and proper education programs are insufficient. Secondly, the appropriateness of the operating system for the Invention Teacher Certification System is in general properly implemented with higher-than-average responses to the survey, but it is analyzed that the improvement was required with such measures as mitigating test qualification differentials by grades, fully utilizing the certified teachers on the spot at schools, and widening incentives. In addition, highly recognized was the need to develop the Invention Teacher Certification System to a qualification system (M = 4.04) and such suggestion review is necessary. Thirdly, a few suggestions for the settlement of the Invention Teacher Certification system are such as promoting the changes of the sponsorship by the Korea Invention Promotion Association into a widened joint sponsorship with the city and provincial government offices to improve the accessibility of in-service teachers, or having them as sponsoring institutions, and supporting its reflection in the curriculums of the universities (or graduate schools) to increase the new inflows of the teacher candidates studying in the education colleges and universities, widening governmental support programs for the benefit of the certified teachers, renovating the certification system into a national qualification system, and etc. Also, it is necessary to examine the new insertion of a 'teacher' rating in the Intellectual Property Ability Test(IPAT) which is a nationally recognized qualification, and replace it replaced

이 연구는 발명교사인증제의 현황과 문제점들을 분석하고, 발명교사인증제 정착을 통해 우수한 발명교사 육성과 발명교육의 질적 제고 방안을 모색하는 것에 목적이 있다. 연구방법은 시․도교육 청과 학교의 발명교육 담당자, 교․사대 교수 대상으로 설문조사를 실시하였고, 연구 결과 및 결론 은 다음과 같다. 첫째, 학교 발명교육의 미래 수요가 확대되고 학생들의 관심도 증가할 것이라는 긍정적 전망에 도 불구하고, 이를 위한 발명교육의 체제로서 전공 교사 수와 전문성, 인프라, 정부/학부모/학생의 관심, 교육프로그램 등은 미흡하다고 인식하였다. 둘째, 발명교사인증제 운영 체제의 적절성은 보통 이상으로 응답하여 대체로 타당하게 시행되고 있으나, 등급별로 응시기준 차등 완화, 학교 현장에서의 인증 교사 활용 방안과 인센티브 확대 등 이 개선될 사항으로 분석되었다. 또한 발명교사인증제를 자격제도로 발전시킬 필요성(M=4.04)을 높게 인식하여 이에 대한 검토가 필요하다. 셋째, 발명교사인증제를 정착시키기 위한 제언으로는 현직 교사들의 접근성을 높이기 위해 특허 청·한국발명진흥회 주관/주최를 시·도교육청과 공동 주관/주최 또는 후원 기관으로 추진하는 방안, 교·사대 예비 교사 등의 신규 유입을 확대하기 위해 대학(원) 교육과정에 반영되도록 지원, 인증 교사 대상의 정부 지원 사업 확대, 인증제를 국가자격화 개편 등이 있다. 아울러 국가 공인자격인 지식재산능력시험(IPAT)에 ‘교사’ 등급을 신설하여 이를 발명교사인증제 검정시험으로 대체하는 방안도 검토할 필요가 있다.
