The aesthetic value of a building, beyond its functional role, creates its own social benefits. This 'cultural capital' continuously provides value for money, while enhancing the utility of individuals and groups. The creation of economic value provided by so-called 'specialized buildings' has already been proven through various studies and examples. However, if too much emphasis is placed on aesthetic value and the strategy for its function and operation is not accompanied, it is hard to rule out the possibility of falling into a 'city complex'. In the case of the architectural design contest, which aims to maximize the aesthetic value, the contents of the design guideline on the long-term operation plan and strategy of the facility are virtually absent, so that the excellent 'work' And mass production. The issue of design guidelines for architectural design competition has already begun a long time, but has not been dealt with in depth since 2010, and at the same time, it disproves the fact that operations and improvement measures that meet the changing times are not discussed in depth It is also the result. The Design Competition for Busan Film Center was held in 2005 as an invitation to the International Architecture Competition by nominating seven prominent overseas architects. The purpose of this study is to analyze the progress cases through the interviews with related documents and to analyze the specific problems in the field including the design guidelines provided to the nominated architects at that time, The purpose of this research is to find out. The Busan Film Center also did not have a plan for the operation plan and strategy in the guidelines for design competition. For this reason, it caused social costs such as frequent change of business plan and increase of business expense. High-quality buildings have roles and responsibilities that should not only lead to the creation of superior aesthetic values, but also to function continuously to create social benefits. And the first step is to provide clear guidelines for architectural design competition. If the various ideas and beautiful designs that appear in the world in the process of making architectural designs can not fulfill their roles without creating social benefits due to their functional limitations, it will cause the social cost of residents of the Orochi area. It is the spot to be a jar or a light aisle. On the other hand, the proposal that contains functional considerations faithful to the future changes itself will be a treasure trove to secure the competitiveness of the city in 10 or 20 years.

건축물이 지닌 심미적 가치는 단순히 기능적 역할을 넘어서 그 자체로서 사회적 편익을 창출한다. 이와 같은 ‘문화자본(cultural capital)’은 개인이나 집단의 효용을 높여주면서 유무형의 가치를 지속적으로 제공한다. 이른바 ‘특화 건축물’이 제공하는 경제적 가치창출은 이미 다양한 연구와 사례를 통해 입증되었다. 하지만 심미적 가치에 지나치게 중점을 두어 그 기능과 운영에 대한 전략이 수반되지 못한다면 자칫 ‘도시의 애물단지’로 전락할 가능성도 배제하기 힘들다. 심미적 가치의 극대화를 목적으로 추진되는 건축설계공모전의 경우 설계지침 상에 시설의 장기적 운영 방안과 전략에 대한 내용이 사실상 부재(不在)하여 우수한 ‘작품’이 제대로 현실에서 빛을 보지 못하게 되는 문제를 양산해내고 있다. 건축설계공모전을 위한 설계지침에 대한 문제 제기는 이미 오래 전에 시작되었지만 2010년 이후 깊이 있게 다뤄지지 못하고 있으며, 이는 동시에 변화하는 시대상황에 부합하는 운영 및 개선방안이 깊이 있게 논의되지 못한다는 사실을 반증하는 결과이기도 하다. 부산영상센터 건립을 위한 설계경기는 2005년 7명의 저명한 해외 건축가들을 지명해 국제건축초대공모전으로 진행되었다. 본 연구는 부산영상센터 국제건축초대공모전 추진 당시의 문헌과 관계자 인터뷰를 통해 진행사례를 면밀히 분석하고, 당시 지명 건축가들에게 제공된 설계지침을 비롯한 현장에서의 구체적인 문제점을 분석하여 분석한 뒤 그 개선방안을 모색하고자 하는데 그 목적이 있다. 부산영상센터 또한 설계공모를 위한 지침에 운영 방안 및 전략에 대한 계획이 전무하였다. 이런 이유로 잦은 사업계획 변경과 사업비 증액 등 사회적 비용을 발생시켰다.
