In this paper, I applied the Hate Speech and the Anti-Korea(n) Sentiment on the rise to the ‘Pyramid of Hate’ of Brian Levin, comparing with the massacre of Koreans during the Great Kanto Earthquake and anti-Korean demonstrations increased after the Great East Japan Earthquake. The important thing at the time of the Great Kanto Earthquake was that there were clear prejudices and contempt for the Koreans within the government and ordinary citizens, that is, the Japanese people, which led to the genocide of the Koreans residents in Japan. It can be seen that it started from the expression of hostility toward the Joseon people and intentional discrimination, that is, through the prejudice and bias of the 1st and 2nd stage, the stage from the violence of the 4th stage to the genocide of the 5th stage. Since the Great East Japan Earthquake, it is still used in the banners of the demonstrations that were used during the Great Kanto Earthquake, the word “Futei Senjin”, which shows that prejudice and bias against the Koreans residents in Japan remained after many years have. Therefore, the Anti-Korea(n) Sentiment and Hate Speech are not unexpectedly sudden, and they are repeatedly shown as the 4th stage of acts of violence through acts of discrimination of the 3rd stage based on acts of prejudice and bias which are the 1st and 2nd stage. This is, if we continue to tolerate prejudice and bias, which are the 1st and 2nd stages of the Anti-Korea(n) Sentiment and Hate Speech in Japan, the 3rd and 4th stages of discrimination and violence will continue to develop as in the past. Similar stages such as the 5th stage of the genocide of the Joseon people during the Great Kanto Earthquake suggest that it may happen again at any time.

본 논문은 최근 일본에서 나타나고 있는 혐한과 혐오 발언에 대해서 관동대지진 당시 조선인 학살과 동일본대지진 이후의 혐한 시위 증가 등과 견주어 브라이언 레빈(Brian Levin)의 ‘증오의 피라미드’ 5단계로 살펴보고, 이를 통해 재일한국인 멸시에 대해 재고하고자 한다. 관동대지진 당시 중요한 것은 관헌과 일반 시민들, 즉 일본인들 내면에 조선인에 대한 편견과 멸시가 분명히 존재했었다는 것이며, 그로 인해 조선인 학살로까지 이어졌다는 것이다. 이것은 조선인에 대한 적대감 표명과 의도적 차별표현으로부터 시작하여, 즉 1･2단계인 선입견과 편견에 의하여 4단계인 폭력 행위에서 5단계인 민족 말살로 이어진 단계를 거쳤다고 볼 수 있다. 동일본대지진 이후, 혐한 시위의 현수막 가운데에서 관동대지진 때 사용된 ‘불령선인(不逞鮮人)’이라는 단어를 여전히 사용하고 있는 것으로 보아, 재일한국인에 대한 선입견과 편견이 오랜 세월이 지나도 남아 있음을 알 수 있다. 따라서 일본인의 혐한과 혐오 발언은 느닷없이 돌발적으로 일어난 현상이 아니며, 1･2단계인 선입견과 편견에 의한 행위를 바탕으로 3단계인 차별행위를 거쳐 4단계인 폭력 행위로 반복해서 나타나고 있다. 이것은 일본의 혐한과 혐오 발언에서 나타난 재일한국인에 대한 1･2단계인 선입견과 편견을 계속해서 묵인하고 내버려 둔다면 3･4단계인 차별과 폭력 행위는 과거와 같이 계속해서 발전될 것이고, 관동대지진 당시 5단계인 조선인 학살과 같이 유사한 일은 언제든지 다시 일어날 수 있음을 시사하고 있다.
