After Sewol Ferry Disaster on April 16, 2014, Park Geun-hye, Former President of Korea, made an apology for this disaster and released a statement including 27 follow-up measures. As a result, Korea Coast Guard was dissolved, and all the Coast Guard’s work was turned over to Maritime Security and Safety, a newly-established agency of MPSS (Ministry of Public Safety and Security). On July 26, 2017 after 2 years and 8 months, however, the Coast Guard’s work returned to Korea Coast Guard of the Ministry of Oceans and Fisheries. Such frequent reorganization of Korea Coast Guard based on political logic can be pointed out as a serious problem since Korea Coast Guard needs political neutrality in carrying out public maritime order and security jobs. Thus, this study proposes the introduction of Coast Guard Commission for political neutrality like Police Commission affiliated to the Ministry of Public Administration and Security and reviewed all the possible issues that should be considered for the introduction of Coast Guard Commission. Moreover, this study discussed where Coast Guard Commission should be established, the organization of commission members, the guarantee of their statuses and even duties and authorities given to the commission.

2014년 4월 16일 세월호 사고가 발생한 이후, 박근혜 전 대통령이 세월호 사고에대한 사과와 후속조치 27개 사항을 담은 담화문을 발표했다. 이로 인해 해양경찰청은 해체되고 해양경찰의 업무를 신설된 국민안전처 소속의 해양경비안전본부에서 맡게 된다. 이후 2년 8개월 만인 2017년 7월 26일에 해양수산부 소속의 해양경찰청으로다시 복귀를 하게 된다. 이렇게 정치적인 중립이 필요한 해양경찰의 정치적인 논리에 의한 빈번한 조직개편은 해양치안 임무수행에 있어서 문제점으로 지적할 수 있다. 따라서 이 연구에서는 육상경찰의 정치적 중립성을 보장하기 위해 행정안전부 산하의 경찰위원회와 같은 정치적 중립을 위한 해양경찰위원회제도의 도입이 필요함을제시하고, 도입을 위해 고려해야 하는 사안들에 대한 검토가 이루어 졌다. 아울러, 도입 시 해양경찰위원회의 설치 위치와 위원의 구성ㆍ신분보장ㆍ의무, 마지막으로위원회에 주어져야 하는 권한에 대하여 연구하였다.
