This paper is written to assess the necessity and feasibility of the re-deployment of the U.S. tactical nuclear weapons into South Korea. For this purpose, it introduces all possible military options for South Korea in order to keep its people safe from North Korean nuclear weapons and assesses the current level of South Korean nuclear preparedness. It reaches the conclusion that the re-deployment could be the best option for South Korea now as a result of the assessment. There could be some risks regarding the re-deployment of the U.S. tactical nuclear weapons to South Korea. However, the advantages of the re-deployment such as strengthening of South Korean nuclear deterrence posture, quick revision of nuclear imbalance between South Korea and North Korea, effective deterrence and response against North Korean surprising conventional attack and inducement of North Korea to the de-nuclearization negotiation turned out to outweigh the risks. South Korea needs to reduce domestic oppositions to the re-deployment in addition to persuading the U.S. for the re-deployment. In this sense, South Korean government should let all people clearly understand the risks and advantages of the re-deployment and try to build-up consensus before making its final decision for the re-deployment.

본 논문은 최근 논란이 되고 있는 미국 전술핵무기에 관하여 그 배치의 필요성과 실현가능성을 평가하기 위한 목적으로 작성되었다. 이를 위하여 북한의 핵무기 위 협 대응을 위하여 한국이 동원할 수 있는 다양한 군사적 방안을 열거하고, 해당 방 안별 한국의 현 대응태세를 평가하였으며, 그 결과를 통하여 현재의 한국 상황에서 는 전술핵무기 재배치를 통한 확장억제의 신뢰성 강화가 최선의 방안이라는 결론에 이르렀다. 전술핵무기를 배치할 경우 예상되는 위험도 적지 않지만, 북한의 핵공격에 대한 억제력을 결정적으로 높아질 것이고, 남북한 핵무기 불균형을 단기간에 시정할 수 있으며, 북한의 재래식 기습공격도 억제하거나 대응할 수 있고, 남북 간 비핵화 협 상을 촉진한다는 장점이 더욱 크다고 평가하였다. 다만, 실현 가능성의 경우 미국이 과연 동의할 것이냐도 문제이지만, 한국 국내의 적극적인 반대여론이 심각한 부담 이 될 것으로 예상하였다. 따라서 정부는 미 전술핵무기의 실체와 그의 배치에 따 른 장단점을 사실에 입각하여 국민들에게 정확하게 알려줌으로써 객관적이면서 합 리적인 토론이 이루어지고 이를 통하여 공감대를 확대하는 데 중점을 둘 필요가 있다.
