Although it was reorganized into electronic documents by adding the information service to the administrative operation system as amended in 2004, it can be said that the assessment of the new system was performed only considering the beneficiary's point of view. This study identifies the level of recognitions among the government employees on the administrative operation system and aims to create a system for rapid recognition(the purpose of the system for creation of responsibilities, standards, scientific, and intergovernmental cooperation systems). The study will also provide policy implications for future system improvements by measuring the system's improvement plans and the expected effects of the improvement. According to a survey of city government officials, about 1/5 of the eligible public servants are aware of the system and a majority are not familiar with it. It was also found that although the importance of the system was fully recognized, satisfaction with the system was not high. Accordingly, it would be urgent to seek to strengthen public officials' understanding of the administrative system, strategies and systems, and enhance satisfaction with the system for the reform.

2004년도 개정된 행정업무운영제도에 정보화를 추가시킴으로써 전자문서 중심으로 개편되었으나, 새로운 제도에 대한 평가는 수혜자 입장에서만 고려되어 진행되었다고 할 수 있다. 본 연구는 행정업무운영제도에 대한 공무원들의 인지정도를 파악하고, 인지정도에 영향을 미칠 수 있는 제도의 목적(업무의 간소화, 표준화, 과학화, 부처 간 협업, 서비스 정부, 투명한 정부 영역), 제도의 운영(신속성, 정확성, 편리성, 경제성, 책임성) 및 관리시스템(공문서 작성·관리, 관리시스템)의 중요도와 만족도를 측정하여 제도에 대한 효과를 추정하였다. 또한 연구는 제도의 개선방안과 개선의 기대효과를 측정하여 향후 제도의 개선에 대한 정책적 함의를 제공할 것이다. 서울시 공무원들을 대상으로 한 조사결과에 의하면, 대상 공무원의 약 1/5만이 제도 자체를 인지하고 있고 과반수의 공무원들이 제도를 잘 모르는 것으로 대답하고 있다. 또한 제도의 중요도는 충분히 인식하고 있음에도 불구하고 제도 제도에 대한 만족도는 높지 않은 것으로 확인되었다. 따라서 제도의 개선을 위해서는 행정업무운영제도에 관한 명확한 개념과 전략 그리고 제도에 대한 공무원의 이해를 강화하고 제도에 대한 만족도를 높이는 전략을 모색하는 것이 시급한 과제일 것이다.
