This study begins with a criticism on a mistake of anachronism which is frequently committed in the modern discussions on empire and imperialism which generalizes the modern experiences with empire and imperialism and project the conception of empire thus attained to empires of the past. It claims that we can arrive at a proper conception and understanding of the historical empires only by studying their functions and ideological contents in their own historical context. On the basis of this problematique, this study asks two questions: "How the medieval empire is related to political universalism during the Middle Age?" and "what is its contribution to the development of the idea of people's sovereignty?" By asking these questions, this essay will finally correct misunderstandings about the medieval empire and its nature.

본 연구는 오늘날 제국에 대한 여러 논의들은 흔히 근대에 등장한 제국관을 본질적인 것으로 만들어 과거에 대한 이해에 적용하는 아나크로니즘의 오류에 빠지곤 한다. 그러나 오늘날 제국에 대한 모든 연구는 모든 비역사적 접근법을 벗어나 소위 제국으로 운위되는 정치체들의 존재양식과 그로부터 파생된 정치이론을 보다 실증적으로 연구하고 재구성하는 것에서 시작해야 한다. 이러한 문제의식 위에서 본 논문은 중세제국은 과연 정치적 보편주의와 어떻게 연관되어 있는가, 그리고 중세 제국은 서양정치 사상의 발달과정, 특히 인민주권의 발달과 어떻게 연관되어있는가를 논하려 한다. 이를 통해 본 연구는 서양사와 정치사상의 연구자들 가운데 널리 퍼져있는, 중세의 제국관에 대한 일반적 견해들을 비판적으로 재음미하려 한다.
