Recently, as the increasing interest of sustainable development, which includes environmental, social, and economic concerns, the role of the local public enterprises has been emphasized. In this study, we identify what local public enterprises have done for sustainable development and provide directions for sustainablemanagement of local public enterprises. To achieve the sustainable development which is the global object, the UN presented sustainable development goals (SDGs) that is consisted of 17 goals, 169 detailed goals and 241 indices. However, lack of people’s interest in SDGs and unclear subjects for implementation of SDGs can be seen as a limitation of SDGs. More specifically, we compare the 17 goals of SDGs and roles of the various types of local public enterprises, and figures out 12 out of 17 goals of SDGs are similar to the purpose of establishment of local public enterprises. This result shows that local public enterprises have already been performing the role for sustainable development directly or indirectly, so we propose the local public enterprises as subject of implementation for sustainable development. In addition, we find that characteristics of local public enterprises such as public concern, profitability, and locality is similar as the concept of CSV(Creating Shared Value) fromPorter and Kramer (2011), which is pursuing both economic and social benefits through cooperation with the local community. Through this result, we suggest CSV as a strategic model for local public enterprises’s sustainable management. These findings will help stakeholders including managers, directors, and staffs to better understand the complex and uncertain environment that an organization faces in terms of sustainable development.

본 연구에서는 국가와 지역사회의 지속가능한 발전을 위한 지방공기업의 역할과 나아갈 방향에 대해 제안하고자 한다. 구체적으로 먼저 다양 한 유형의 지방공기업의 수행 업무가 UN에서 제시한 지속가능한 발전 목표(Sustainable Development Goals, SDGs)의 17개 목표 중 12개 이상 일치함을 확인하였다. 이러한 사실은 지방공기업이 지속가능한 발전을 위해 이미 직간접적으로 역할을 수행하고 있음을 확인함으로써 지속가 능한 발전을 위한 이행주체로서의 가능성에 대한 실증적 근거로 제시할 수 있다. 뿐만 아니라 본 연구에서는 공공성, 수익성, 지역성이라는 특성 을 지니고 있는 지방공기업이 지속가능하기 위한 전략적 모형으로 지역사회와의 협력을 통해 경제적 이익과 사회적 이익을 동시에 추구한다는 공유가치창출(Creating Shared Value, CSV) 모형을 제안하였다. 지방공기업이 지속가능한 발전의 이행주체로서 그 역할을 다하여 국가와 지역 사회에 기여할 수 있기를 기대한다.
