In current post-Cold War state of international affairs, which finds itself in an international order that is being reorganized, the risk of war is being reduced by the sublation of confrontational policies and promotion of military reductions. However, as a basis for pursuing national interest, the tendency is still to rely on making defense more substantial and to convert to a technology and information intensive military. Moreover, with the North-South confrontation still ongoing in the Korean peninsula, the fact is that people do expect the military to play the role as the foundation of national prosperity, and their expectations are rising.

군에서 발생하는 폭력행위는 군이 국민을 보호하고 국가를 수호해야 하는 최 일 선의 국가기관이라는 점에서 일반사회에서 발생하는 그것과는 발생원인과 그 파급 효과에 있어서 상당한 차이가 있다. 군에서 발생하는 구타사고는 군의 전투력 손실 과 사기의 저하를 비롯하여 대국민 신뢰도를 떨어뜨리며 나아가 국가의 생존권을 위협한다는 점에서 근절해야 할 것임에는 분명하다. 이러한 의미에서 군 폭행사고에 대한 원인을 살펴보고 그 원인 및 분석에 기인한 예방대책을 모색하여 군의 구타사고예방에 기여하고자 한다.
