These days, the Korean society has set a mood in which the human rights of every individual needs to be guaranteed. Therefore, the human rights of both the victims of crime and the suspects became the most important issue. These variations in victims of crime became a turning point for the establishment of protection and support systems. However, the protection and support system for the protection of victims was insufficient and lacking in the South Korean military. In this research, I have explained the connections between the military crime incidents and its origins through criminal damage of crime victims. And from the current protection and support system for crime victims I drew the problems of the support system for military crime victims. I also compare the negative emotional states of normal crime victims to the characteristics of the military victims to abuse and rape. And there was a survey to research the characteristic damage of actual military victims of crime. I analyzed victimization experience according to the ranks, duty, and educational differences in the 481 respondents. Through analysis, we can see that the psychological state of the draftees unit to military service is alike with uneasiness disability. Through professional counselors, we can see how we can effectively intervene with therapeutic treatment. In conclusion, we must establish a support system for military crime victims so that we settle the troubles that crime victim soldiers experience and ways to meet the needs of various psychological troubles. It must be a realistic and applicable system for the military victims of crime. Hence, we need to make an effort to fulfil this urgent need by establishing the laws and systems enforceable in the priorities and a system of cooperation with civilian support groups.

오늘날 한국사회는 모든 분야에서 인권을 보장하는 분위기가 조성되어 범죄피의자뿐만 아니 라 피해자의 인권문제도 중요하게 부각되었다. 이러한 변화는 범죄피해자에 대한 보호 및 지원 제도가 정착되는 계기가 되었으나 군은 범죄피해자를 보호하고 지원하는 제도와 시스템의 정착이 미흡하다. 본 연구에서는 군 범죄발생과 피해원인을 병영생활과 연계하여 범죄피해이론으로 설 명하였고, 현행 범죄피해자 보호 및 지원 제도를 통해 군 범죄피해자 지원 제도의 문제점을 도출 하였다. 또한 군에서 다발하는 상습폭행, 성폭력 등의 피해자 특성과 군 복무부적응 원인조사 결 과와 일반 범죄피해자들이 겪는 부정적 감정 상태와 비교하였다. 그리고 군내 사고발생시 범죄피 해를 입은 장병들에 대한 설문조사를 하였다. 설문조사 대상자 중 유효한 답변자 481명의 자료에 서 계급별, 직책별, 학력별로 범죄피해 경험을 토대로 분석을 하였다. 이러한 분석 결과로 군 범 죄피해자들의 특성이 정신건강상 불안장애나 군 복무부적응 현상과 유사하다는 것이 확인되었고, 전문상담관 등을 통해 효율적인 치료적 개입이 필요하다는 것을 발견할 수 있었다. 따라서 군에 서 범죄피해 장병들이 겪는 정신건강 장애를 해소할 수 있도록 군 범죄피해자를 보호하고 지원하 는 제도를 마련해야 하고, 이를 위해 우선적으로 시행이 가능한 법·제도 및 시스템의 구축과 민 간지원단체 등과 긴밀한 교류협력 체제를 구축하는 정책적인 노력이 필요하다.
