A Study on the Creation of Literature Support Policies ― Focusing on Art Council Korea, Seoul Foundation for Art and Culture, Daesan Foundation

- The goal of the culture and arts support policies can be divided into diverse aspects such as the activation of creative activities, the expansion of the bases of culture and arts, the activation of cultural exchanges, the formation of local communities, the enhancement of national images, and increases in the economic value of culture. In the case of South Korea, the final task of culture and arts support policies has been specified as ‘the construction of a cultural country brand’. In this article, cases of support and the present situation were examined focusing on literary creation support policies. The data utilized in the study are the reports on the present situation and results of support for creation of the Korean Culture and Arts Committee, the Seoul Foundation for Arts and Culture under the Seoul Metropolitan Government, and the Daesan Cultural Foundation, which is a public interest foundation, and the individual institutions were determined on the basis of the representativeness of the state, local governments, and public interest foundations. Existing studies on culture and arts support policies have conducted historical reviews of the formation of policies, collected basic data including the understanding of the present situation of the system, presented the present situation of culture and arts support policies of various countries and groping for future directing points. However, the significance of this article can be found in that studies should be concentrated on concrete and individual policies. Based on the results of identifying the present situations of support for literary creation by individual organizations, problems such as the lack of consistency of support, the uncertainty of examinations, the lack of management schemes after support were pointed out. As proposals for the foregoing, statistical processing of support policies, diversification of examiner pools, and the construction of communities of artists who have benefited from support policies were derived. The fact that the samples were not sufficiently wide-ranged due to the limit of reference data is a limitation of this article as well as a task of future studies.

- 문화예술 지원 정책의 목표는 창작활동 활성화, 문화예술 저변 확대, 문화교류 활성화, 지역 공동체 형성, 국가 이미지 제고, 문화의 경제적 가치 증대 등 다양한 측면으로 나누어 설정할 수 있으며 우리나라의 경우 이의 최종 과제를 ‘문화국가 브랜드 구축’으로 명시하고 있다. 본고에서는 문학창작 지원 정책을 중심으로 지원 사례와 현황을 살펴보았다. 연구에 활용한자료는 한국문화예술위원회, 서울시 산하 서울문화재단, 공익재단인 대산문화재단의 창작 지원 현황 및 결과 보고서이며 각각의 기관은 국가, 자치단체, 공익재단의 대표성을 기준으로 결정하였다. 문화예술 지원 정책에 대한 기존 연구는 정책 생성의 사적 고찰, 체계 현황 파악을 비롯한 기초 자료 수집과 각국 문예 지원 정책의 현황 및 향후 지향점에 대한 모색을 제시한것들이 있으나 구체적・개별적 정책 실행에 대한 연구의 집적이 필요하다는 점에서 본고의 의의를 찾을 수 있다. 각 단체의 문학창작 지원 현황을 파악한 결과 창작 지원이 점진적으로 다양화・활성화되고 있음에도 불구하고첫째, 지원에 대한 일관성 부족, 둘째, 심사의 불투명성, 셋째, 지원 후 관리책 부재 등의 문제점을 확인하고 이에 대한 제언으로는 지원 정책의 통계화, 통계 결과의 공유 시스템 설정, 심사위원 풀의 다양화, 지원 혜택을 받은작가들의 커뮤니티 구축 등을 도출해 내었다. 참고자료의 제한성으로 보다폭넓은 표본을 대상으로 하지 못한 점은 본고의 한계이자 향후 연구의 과제로 남는다.

- 한국문예창작학회(The Society of Korean Literary Creative Writing)는 한국 문학의 새 지평을 열기 위해 문예창작 이론과 문예교육 이론을 연구 계발하여 문 예창작의 새로운 방향을 제시하고자 조직한 학술단체입니다. 전국 대학과 대학원 문예창작 관련학과의 전·현직 전임교수·겸임(초빙)교수· 강 사·대학원 재학 이상자 및 문예창작인들이 회원으로 활동하고 있습니다. 학회의 목적에 적극적으로 동의하는 문학 관련 단체나 문학창작 동호인도 준회원으로 참 여하고 있습니다. 연 2회 학회지를 발간해 학문적 기반을 닦고 있으며, 정기적으로 학술 세미나 와 해외 문학 심포지엄 등 학술 발표회를 개최하여 학문적 교류와 토론의 장을 넓히고 있습니다. 한편으로, 문예창작 캠프·문학기행 등의 창작교육 활동과 창작 학습 행사를 수 시로 진행하면서, 창작·창작이론·창작교육에 관한 활동의 범위를 넓히고 있습니다. 별도로, 문예창작 교육을 받은 문예창작학도들의 진로 개발을 위해 '문예교육지도 교사 자격 시험'도 운영하고 있습니다. The Society of Korean Literary Creative Writing is a pure academic association for the literary cretive writing, and was organized on November 11, 2001 for the purpose of presenting the new direction of literary creative writing by studying all the methods to activate and develop the theories of literary creative writing and its education. Our society is composed of professors or ex-professors, some invited professor, lecturers, graduate students of the dept. of literary creative writing as regular members, and the persons interested in our program as associative members. Our society holds an annual academic meeting-- literary symposium, literary creative writing seminar-- and publishes the journal of our society and our members' anthology of literary works. Added to these, our society has already started a new project to open the way for our literary juniors by providing them with a certificate as a leader and holding a forum for literary creative writing.
