Despite the increased interest in constitutional education, both constitutional and citizenship education tend to be seen as law-related education with little distinction. This study criticises this lack of distinction and attempts to redefine the concept and character of constitutional education from the perspective of citizenship education. Although constitutional education in Korea is strongly emphasized as being constitutional law education, it is essentially similar to democratic citizenship education (civics) in non-Korean contexts. Constitutional education should be reorganized to help create sovereign citizens. It should integrate a curriculum of human rights and democracy education. Ultimately it should contribute to cultivating democratic citizenship. In order to focus constitutional education on democratic citizenship education, the task was to raise constitutional consciousness, to improve the method of constitutional education as integrated education, to secure political neutrality as constitutional education, and to realize school democracy in order to secure the authenticity of constitutional education.

헌법교육에 대한 관심 증가에도 불구하고 헌법교육과 시민교육의 관계가 정립되지 못한 채 법교육의 하나의 분과로 머물고 있는 경향이 있다. 이 연구는 이러한 현실을 비판하면서 헌법교육을 시민교육적 관점에서 개념이나 성격을 재정립하고자 한 것이다. 우리나라에서의 헌법교육은 헌법을 소재로 하는 법교육이라는 점이 강하게 부각되고 있지만, 실질에 있어서는 외국의 민주시민교육과 본질적으로 유사하다고 할 수 있다. 이에 따라 헌법교육은 헌법적 인간 즉 민주시민 혹은 주권적 시민을 함양해야 하고 내용에 있어 인권과 민주주의에 관한 통합교과적 성격을 가져야 하며 궁극적으로 민주시민성을 함양하는데 기여해야 하는 것으로 재정립되어야 한다고 보았다. 헌법교육이 시민교육으로서 갖는 과제를 실천하기 위해, 헌법의식의 함양, 통합교육으로서 헌법교육 방법론 개선, 헌법교육으로서 정치적 중립성의 확보, 헌법교육의 진정성 확보를 위한 학교민주주의의 실현을 과제로 꼽았다.
