This paper aims to find theory and policy implications, comparing the characteristics and the development process of the special economic zones(SEZs) between the cases of Shenzhen in China and Nasun in North Korea. Specifically, it compares the political leadership, the difference of institutions and the connection with the border country in operating the two SEZs. Previous studies have overlooked the importance of dynamic changes by comparing the two special economic zones from the cross-sectional viewpoint. In this regard, recognizing the recent development and the importance of the linkage effect between transnational regional development strategies and the economic corridor of China-Mongolia-Russia among the one belt-one road strategies, that are promoted in the three provinces of northeast China, we will consider the potential growth of SEZs in Nasun. We will look at the success factors of the special economic zone in North Korea as seen by China’s experience to attract foreign investment are regarded as the strong political leadership and the institutional arrangements, as well as the linkage effect on the SEZs in the domestics and the markets in the overseas with it, along with the multilateral cooperation system as a key ingredient.

본고는 중국 선전과 북한 나선경제특구의 특성과 전개과정을 비교 분석해 이론 및 정책 함의를 모색한다. 구체적으로 두 경제특구를 운영하는데 있어서 지도자의 정치적 리더쉽, 법적 제도의 차이 그리고 접경국과의 연계성 등을 비교한다. 기존 연구는 횡단적 관점에서 양 경제특구를 단순 비교를 시도해 발전과정의 중요성을 간과한 측면이 있다. 따라서 본고는 최근 중국 동북3성에서 추진되는 초국경 지역발전전략과 일대일로(一帶一路) 전략의 하나인 중･몽･러 경제회랑과 북한 나선경제특구와의 연계에 주목해 향후 이 경제특구의 활용 가능성을 탐색한다. 중국의 경험에서 비쳐본 외국투자를 북한 경제특구의 성공 조건으로서 외국투자의 견인하는 요인인 정치적 지도력 및 제도구축 및 이행뿐만 아니라 대내외적 연계가 중요함으로 다자간 협력체제가 관건이 된다.
