In this study, we discussed the organization and characteristics of the US police system, which is evaluated as the best operated by the autonomous police system in relation to the discussion of the introduction of the local police system. When the autonomous police system is introduced, despite the great advantage of policing activities that match the characteristics of the area, proper work with the national police, wasteful elements of manpower and budget due to duplication of some tasks of the national police and local police, there is a problem of fraud due to the imbalance of the police state due to the difference of the police budget due to the local economic situation and the difference of the police officers' remuneration. The U.S. police system, which includes the direction of the investigation right adjustment between the police and the prosecution linked to the discussion of the self-governing police system, and the permission of the new issue of the police work council, showed that there are many big and small tasks to be solved on the premise of introducing the self-governing police system. In addition, when the autonomous police system is introduced, the police force is dispersed and the influence of local political parties is inevitable, and it is also a task to discuss the supplementary measures for the weakening of the role of the police,

본 연구에서는 최근 우리 경찰에 가장 큰 화두로 떠오른 지방자치경찰제 도입 논의와 관련하여 자치경찰제가 가장 잘 운영된다는 평가를 받고 있는 미국의 경찰 제도의 조직과 특성을 고찰한 후 개별적인 사안에 대한 수용가능성과 도입 시 우 리치안 현실과 조화될 수 있는지에 대해서도 타당성을 모색하는데 목적이 있다. 자치경찰제도가 도입되면 해당지역 특성에 맞는 치안활동이라는 큰 장점이 있 음에도 불구하고 국가경찰과의 적정한 업무 분장, 국가경찰과 지방경찰의 일부 업 무 중복으로 인한 인력과 예산의 낭비적인 요소, 지역 경제사정에 따른 경찰예산 차이로 인한 치안상태의 불균형과 소속 경찰관들의 보수차이로 인한 사기문제, 자 치경찰제 논의와 연결된 경찰과 검찰과의 수사권 조정 방향, 새로운 이슈로 떠오 른 경찰직장협의회 허용문제 등 미국경찰 제도를 살펴보면서 자치경찰제도 도입 을 전제로 해결해야 할 크고 작은 과제가 산적해 있음을 확인할 수 있었다. 이에 더하여 자치경찰제가 도입되면 경찰력이 분산되고 지방정치권의 영향력 증대가 불가피하여 지역단체장과 지방의회 등 지역사회에 대하여 일정부분 견제 기능을 담당해오던 경찰의 역할 약화에 대한 보완책 마련도 논의해야할 과제로 보 여 진다.
