The new autonomous police system should aim at securing democracy, legitimacy, autonomy and efficiency of police administration at the same time. That's it, the participation of the people is activated and the decentralization of the state power actually contributes to the democratization of the whole society. At the same time, the autonomous police system should presume that there is a fundamental goal to maximize the security service of residents' satisfaction. In order to satisfy these factors as much as possible, the present researcher suggests that the local police organization of the current state police should be changed to autonomous police officer as the local autonomous entity. The allocation of the task requires the local police to receive all the work currently performed by the local police, except for the delegation of the state(national security service) and coordination of cooperative work by each municipality. The budget is to reorganize the national police budget, If the police committee(Temporary name) is assigned to the municipalities of each metropolitan area for the operation and supervision of the police, and the municipal governor carries out indirect management, it will be the best way to achieve gradual and efficient police innovation.

새로운 자치경찰제가 경찰행정의 민주성과 합법성, 그리고 자율성과 효율성 확 보를 동시에 지향해야 한다는 점이다. 그래야만 주민참여가 활성화되고 국가권력 의 분권화가 전체사회의 민주화에 실질적으로 기여하게 된다. 동시에 자치경찰제 는 주민만족의 치안서비스를 극대화하는데 근본목표가 있음을 전제해야 한다. 이러한 요소들을 최대한 만족할 수 있는 방향으로는 본 연구자는 현재의 국가경 찰의 지방치안조직을 그대로 광역단위의 지방자치단체로 소속변경을 하여 자치경 찰화 할 것을 제안한다. 사무배분은 현재 지방치안조직이 수행하는 업무를 국가위 임업무(국가적 치안업무) 및 각 자치단체별 응원 및 협조업무 조정을 제외한 모든 업무를 그대로 자치경찰이 이양받도록 하고, 재정은 국가경찰의 예산을 재조정하 여 치안특별교부금으로 하고, 자치경찰의 운영과 감독을 위하여 행정관청형 위원 회로서 각 급 광역단위의 자치단체에 경찰위원회(가칭)를 두고 자치단체장으로 하여금 간접적인 관리를 하도록 한다면 점진적이고 효율적인 경찰혁신을 달성하 는데 최적의 방안이 될 수 있을 것이다.
