This study explores newly developed nation-wide standard-based assessments for English teachers in the U.S. First of all, teaching standards (for ESL/WL) established by NCATE, NBPTS, and INTASC are extensively reviewed to investigate their domains, standards, and evaluation rubric. Second, teaching portfolios (mostly electronically re-developed), as a main system of applying these standards to the curriculum, are examined in terms of functions and effectiveness. Third, Digital Portfolio (DP) program in John's Hopkins University is highlighted to show how e-portfolios are integrated into standard-based assessment system. This study also provides qualitative data from the interview with a graduate student in the university program to glimpse the portfolio application process and the participant's beliefs. Finally, this study addresses some implications and suggestions for reconstructing teacher education curriculum in Korea. It is hoped that the findings of this study give context-rich and subject-specific information on teacher assessment to teacher researchers and education policy makers in Korea.

본 연구는 교원교육 및 평가 기준(standard)의 설정 및 운영방법에 대한 보다 구체적인 논의를 목적으로 최근 크게 변모한 미국의 교원 평가모형을 중심으로 고찰해본다. 이를 위하여 첫째, 영어교과를 중심으로 미국의 주요교육기관의 기준안을 소개하고, 그 특성을 비교해본다. 둘째, 이러한 교육 및 평가 기준을 적용하여, 교사평가와 교원양성 프로그램을 운영하는데에 있어서 필수적으로 활용되는 교사포트폴리오, 특히 전자포트폴리오시스템을 소개하고, 이 포트폴리오 시스템의 중요성과 역할 선행연구를 통하여 논의한다. 보다 구체적인 운영사례를 고찰하기 위하여 미국의 John's Hopkins University의 Digital Portfolio (DP) program의 사례를 소개하고, 자세히 검토해 본다. 또한 DP 훈련을 받고 있는 한 미국 초등교사와의 인터뷰를 통하여 그 운영 방식과 사용자 인식에 대한 정성적 분석결과를 설명한다. 마지막으로 본 연구의 결과를 토대로 우리나라 교원평가 및 전문대학원 프로그램 설계를 위한 몇가지 시사점과 제언을 덧붙인다.
