It is important to study the rejection policy that effected the Japanese who remained in China after World warⅡ. It is the starting point to identifying the responsibilities of the nation that abandoned the people after the war. Because it is directly connected to their being identity. The new support program can only be said to be the result of a compromise between the Japanese government and people returning from China. Without the apology and acknowledgment of the nation, the legitimacy of the existence to the remaining Japanese is irrelevant. Therefore, it is considered significant to examine the Japanese government’s policy of rejection. This article deals with the historical case of the Japanese Who remained in China after World War II, examining the Japanese government’s policy, which is the cause of the formation of Japanese residents in China, and discusses the causes to the Japanese society. I would like to discuss the importance of the Return of Japanese Who remained in China.

패전 후의 극심한 혼란과 전후 중일관계 속에서 중국잔류일본인의 발생 원 인이 된 기민(棄民)정책에 대한 연구가 중요한 이유는 전후(戰後) 국민을 버린 국가의 책임을 규명하는 출발점이며 이러한 국가의 책임을 묻는 것은 그들의 존재 의의에 직결되기 때문이다. ‘새로운 지원책’은 일본정부와 일 본에 귀환 한 중국잔류일본인의 이도저도 아닌 타협의 결과라고 밖에 할 수 없다. 기민에 대한 국가의 사과와 인정 없이는, 잔류일본인의 존재의 정당 성은 부정당하는 것이라 할 수 있다. 따라서 일본정부의 기민정책을 살펴보 는 것은 상당한 의의가 있다고 판단된다. 본고는 중국잔류 일본인 귀환과정 이라는 역사적 사례를 다루어 중국잔류일본인의 형성 원인이 된 일본정부 의 기민정책을 살펴보고, 자신들의 발생 원인에 대해서 일본사회에 되묻고 있는 전후 기민정책의 직접적인 피해자인 잔류일본인 문제의 중요성을 논 하고자 한다.
