The purpose of this study is to analyze the localization status of curriculum organization and management guidelines at the municipal and provincial level, according to the 2015 Revised Music Curriculum and to seek directions for improvement. Based on the analysis results, the study presents the following directions for improvement. Firstly, there is a need for every office of education to compulsorily develop a set of the municipal and provincial curriculum organization and management guidelines by school levels and to develop guidelines for each subject. Secondly, guidelines should be presented at the national level to ensure that the curriculum organization and management guidelines at the municipal and provincial level properly reflect the content of the music curriculum and propose the content of localization without fail. Finally, action research should be conducted to present that the content of localization including ‘utilization of music in life,’ ‘inquiry into local music cultural heritage,’ and ‘formation of local spirit and the right value of Korean music’ in a more sustainable and specific manner in the music curriculum.

이 논문의 목적은 2015 개정 음악과 교육과정과 그에 따른 시ㆍ도 교육과정 편성ㆍ운영 지침의 지역화 현황을 분석하여 개선 방향을 모색하는 것이다. 분석 결과 다음과 같은 개선 방향을 제시하였다. 첫째, 모든 교육청에서 학교급별로 시ㆍ도 교육과정 편성․운영 지침을 개발하며, 교과별 지침을 반드시 개발하도록 강제할 필요가 있다. 둘째, 시ㆍ도 교육과정 편성․운영 지침이 음악과 교육과정 내용을 제대로 반영하고, 시ㆍ도 교육과정 편성․운영 지침에 반드시 담겨야 되는 지역화 내용을 제시할 수 있도록 국가 차원에서의 가이드라인을 제시하여야 한다. 셋째, 음악과 교육과정에 제시된 ‘생활 속에서 음악의 활용’, ‘지역의 음악 문화유산의 탐색’, ‘지역에 대한 애호심과 국악에 대한 올바른 가치관 형성’ 등의 지역화 내용이 음악과 교육과정에서 지속적이고 좀 더 구체적으로 제시될 수 있도록 실행 연구가 뒷받침되어야 한다.
