This paper is a case study in the form of research report analyzing US acquisition policy and defense cost system. The purpose of this study is to find out the implications for defense acquisition system of korea through researches related to US defense industry policy, system and organization. As the world's largest military power, the US has been able to research and develop the core technologies of all weapons systems. The US has a deputy minister in charge of the defense ministry to supervise the defense acquisition system. It will improve the expertise and efficiency by separating the mission acquisition and enforcement tasks from the defense acquisition policy. Based on various laws including the Truth In Negotiations Act, and the fairness of the cost data is enhanced by performing the acquisition and the verification. Through the study of the defense cost system based on this acquisition system of the US, it will be possible to contribute to the development of the acquisition management field of our military if it is applied to the defense policy of Korea.

본 연구는 미국의 획득정책과 방산원가 제도를 분석한 연구보고 형태의 사례논문이다. 미국의 방위산업 관련 정책, 제도, 조직 관련 연구를 통해 우리나라 국방획득 제도에 적용할 수 있는 시사점을 도출하기 위한 목적으로 연구를 진행하였다.미국은 세계 군사 최강대국으로서 사실상 모든 국방 무기체계 핵심기술을 자체적으로 연구개발하여 획득하였고, 우리나라의 전체 국외구매 계약 현황을 살펴보면, 대미 무기체계 의존도가 높음을 알 수 있다. 미국은 국방장관 예하 획득차관을 두어 국방획득체계업무를 관장하도록 하고 있으며, 국방획득정책 임무와 집행업무를 분리하여 수행함으로 전문성 및 효율성을 제고하고, 성실협상법을 포함한 각종 법규들을 바탕으로 원가자료 획득과 검증을 실시하여 원가자료의 공정성을 높이고 있다.이러한 미국의 획득제도를 바탕으로 방산원가 제도에 대한 연구를 통해 우리나라 방위사업 정책에 적용한다면, 우리 군의 획득 사업관리 업무분야 발전에도 이바지할 수 있을 것으로 판단된다.
