This study analyze the role and functions of School Police Officers on behalf of policy instrument that emphasizes whether there are differences on the perceptions of each policy population toward their implications. In order to examine whether differences in perception can lead to unintended policy outcomes or police failure, we interviewed school police officers, teachers, students, and their parents. According to the results of Focus Group Interview, these differences among policy populations make School Police Officers to perform their roles in unclear guidance in implementations, no work priorities of work environments. This indicates that policy makers and mangers of police organization failed to set clear task priorities for SPOs. As a result, we can assume that SPO policy might have a high possibility that it could end up policy errors when it was first implemented. These results show that it is necessary to make clear guides and role-definition for School Police Officers. In addition, in the context of SPOs, different school contexts, educational environment, and connections between policy populations are needed to be considered in the implementation process.

본 연구는 사회문제 해결을 위한 정책의 역할에 관하여 정책도구의 선택과 정책도구에 대한 정책집단의 인식 간의 차이가 당초 정책목표와 집행에서 의도되지 않은 결과로 나타날 수 있다는 점을 분석하였다. 본 연구는 이러한 분석을 위하여 사회문제로 대두되고 있는 학교폭력에 대한 정책도구로서 현재 시행중인 학교전담경찰관 제도를 대상으로 이와 관련된 각 정책 집단들에게서 학교전담경찰관의 역할에 대한 어떠한 인식상의 차이가 나타났는지를 알아보았다. 또한 이러한 인식차이가 제도 시행 초기부터 제기되었으며. 이는 비의도적인 정책오차가 나타날 가능성이 제도운영 초기부터 포함되어 있었음을 분석하였다. 실증적인 분석을 위하여 각 정책집단에 대한 표적집단면접을 수행한 결과, 각 정책집단별로 학교전담경찰관의 역할에 대한 인식차이가 나타났음을 알 수 있었으며, 이러한 인식차이는 학교전담경찰관들로 하여금 정책 집행에서 명확한 우선순위나 판단기준이 모호한 상황에서 업무를 수행해왔다는 것을 보여주는 것으로 판단할 수 있었다. 본 연구의 분석결과는 학교전담경찰관의 제도 시행에서 각 정책집단이 갖고 있는 고유한 이해관계와 역할에 대한 고려가 필요함을 제시한 것이라 할 수 있으며, 각 학교별 차이 및 정책환경, 교육과정 상의 차이, 이해관계자들 간의 정책적 연계성 등을 종합적으로 반영한 정책이 필요하다는 점을 시사하고 있다.
