Sustainable redevelopment of environmentally challenged regions has been a major interests in the fields of regional development and environmental policy. Difficult are always developing watersheds in which a multiplicity of local governments, nonprofit and civic organizations, and interest groups are tangled up in complex ways. Imbuing policy ideas such as sustainable development in a diversity of regional development policies are even more harder in complex policy environment. This case study analyzes efforts of local government and stakeholder organizations in a watershed and identifies adaptive capacity of stakeholder organizations, their communication channels and networks, and external resource from entities from state and federal levels. Actors in the watershed established an intermediate organization, IMEF, which provides a place for dialogue and deliberation among stakeholders. IMEF recruited a local education and research institutes and have them play a role of facilitator. The intermediate organization helps communities in the watershed build a long-term plan based upon social and environmental sustainability while undertaking sustainable development projects in the first place.

환경오염이 심한 지역의 지속가능한 개발과 재개발은 환경정책, 지역개발정책의 많은 관심사이다. 오염지역 특히 물관리 유역을 기반으로 한 지역의 재개발은 다수의 지방정부, 시민단체, 그리고 이익단체들이 복잡하게 얽혀있어 지속가능한 발전의 정책이념을 반영한 관리 및 개발이 쉽지 않다. 미국 터틀크릭유역 지방정부들의 지역발전 노력에 대한 사례연구는 개발과정에 참여한 기관들의 적응역량, 이해관련자들의 소통채널, 그리고 주정부 및 연방정부의 외부자원이 함께 작용하여 IMEF란 중간조직을 구성하였다. 중간조직으로서 IMEF는 다수 이해관계자들이 서로의 의견을 조율할 수 있는 장소로서의 역할을 하였고, 지역대학을 참여시켜 중재자(facilitator)의 역할을 수행토록 하였다. 중간조직은 지역 내 거점의 개발을 넘어서 지역의 미래를 설계하며 지속가능한 발전과 같은 정책이념을 실제에 반영시키는 역할을 하였다.
