The reorganization of the education ministry of the Moon Jae-in government can be said to be effective in carrying out the core functions of the new government, but it is difficult to say that the issue has been constantly discussed in the education sector. However, the reorganization of the education ministry is likely to be carried out again when new demand arises. Therefore, in this study, we aim to present contents of analysis on the recent integration of reservations and the transfer of primary and secondary school office work under the consciousness of this problem, and to propose an alternative to organizational restructuring centered on the Ministry of Education. Therefore, the basic direction of the reorganization of the Ministry of Education is to maintain the current Ministry of Education, but through thorough legal and administrative review, it is necessary to clearly distinguish between national affairs and local affairs, It should be left to restructure. Unification of teachers' qualifications and treatment and education - IIntegrates Early Childhood Education and Childcare is a relatively long discussion, so it is a condition to successfully carry out tasks that have been taken over the past two decades by unification of reservations through unification of management departments.

새정부에 수행된 교육부 조직개편은 새로운 정부의 핵심 기능을 수행하는 데는 효율적이라고 할 수 있으나, 그동안 교육계에서 꾸준히 논의해 왔던 이슈, 즉 유보통합 및 초중등사무 지방이양 등을 반영한 개편이라고 보기는 어렵다. 따라서 본 연구에서는 이러한 문제의식 하에 중앙정부 조직개편 과정분석 및 최근 이슈가 되고 있는 유보통합 및 초중등 지방사무 이양에 대한 내용분석을 진행함과 동시에 교육부를 중심으로 한 조직개편 대안을 제시하는 데 목적을 두었다. 분석결과, 교육부 조직개편의 기본방향은 현재의 교육부를 존치하되, 면밀한 법적, 행정적 검토를 통해 국가 사무와 지방 사무를 명확히 구분한 후 지방에 업무를 대폭 이양 및 이양하고, 핵심 및 신규업무 중심으로 교육부를 개편하는데 두어야 한다. 또한 교사자격 및 처우 일원화와 교육-보육과정 통합은 비교적 장시간의 논의를 거쳐야 할 사안이므로, 관리부처 일원화를 통해 유보통합을 추진하는 것이 지난 20여 년간 끌어온 과제를 성공적으로 이행할 수 있는 조건이라고 할 수 있다.
