Using the first year data of Busan Education Longitudinal Study, this study tested the effectiveness of Busan shadow education expenditure reduction policy and support program and examined the policy alternatives for reducing Busan shadow education expenditure and improving the effectiveness of support program focusing on middle and high school student. The results of the hierarchical linear model analysis on shadow education expenditure showed that the parent’ socioeconomic status among the variables of middle school student level increased the shadow education expenditure of English and Mathematics. And the usage time of Busan cyber school increased weakly the shadow education expenditure of Korean. The student’s after-school participation decreased the shadow education expenditure of Korean. The usage time of EBS education program reduced the shadow education expenditure of English, but when school-level variables were included, the program’s influence disappeared, which means that school-level variables exerted greater influence. Among the school characteristics variables, English class by level decreased the shadow education expenditure of English. The operation of program connected with after-school increased the shadow education expenditure of Mathematics. The parent’ socioeconomic status among the variables of general high school student level increased the shadow education expenditure of Korean, English, and Mathematics. The student’s participation in after-school(Korean) decreased the shadow education expenditure of Korean. The usage of EBS education program reduced the shadow education expenditure of Korean, English, and Mathematics. Among the school characteristics variables, the participation in after-school increased the shadow education expenditure of Korean, and the usage of EBS education program decreased the shadow education expenditure of Mathematics.

본 연구는 부산교육종단연구 1차년도 데이터를 활용하여 부산광역시 사교육비 경감 정책 및 지원사업의 효과성을 검증하여 부산광역시 사교육비 경감 및 지원정책의 효과성 제고를 위한 정책대안을 모색하고자 수행되었다. 사교육비에 대한 위계적 선형 모형 분석결과, 중학교 학생수준의 변수 중에 부모의 사회경제적 지위는 영어, 수학 사교육비 지출을 증가시키는 것으로 나타났다. 부산사이버스쿨 활용 시간은 미약하지만 국어 사교육비 지출을 증가시키는 것으로 나타났다. 학생의 방과후학교 참여는 국어 사교육비 지출을 감소시키는 것으로 나타났다. EBS교육 프로그램 이용 시간은 영어 사교육비 지출을 감소시키는 역할을 하지만 학교수준 변수들이 포함될 때 그 영향력이 사라져 학교수준의 변수들이 더 큰 영향력을 발휘하는 것으로 나타났다. 학교특성 변수 중에 영어 수준별 수업운영은 영어 사교육비 지출을 감소시키는 것으로 나타났다. 방과후학교 연계 프로그램 운영은 수학 사교육비 지출을 증가시키는 것으로 나타났다. 일반계 고등학교 학생수준의 변수 중에 부모의 사회경제적 지위는 국어·영어·수학 사교육비 지출을 증가시키는 것으로 나타났다. 학생의 방과후학교(국어) 참여는 국어 사교육비 지출을 감소시키는 것으로 나타났다. EBS교육 프로그램 이용은 국어·영어·수학 사교육비 지출을 감소시키는 것으로 나타났다. 학교특성 변수 중에 방과후학교 참여는 국어 사교육비 지출을 증가시키는 것으로, EBS교육 프로그램 이용은 수학 사교육비 지출을 감소시키는 것으로 나타났다.
