Purpose of this study is to diagnose area of unavoidable change and its weak point in curriculum of teacher training institute and to explore new innovation tasks based theoretical review of innovation issues, experts' consultation, and innovation demand of relevant group. Current curriculum of teacher training continuously faces such problems as insufficiency of content systemicity, poor response to change, and lack of professionalism as teacher training institute. According to questionnaire survey on education experts, innovation of teacher training policy is necessary to cope with change in teaching profession environment and among others, change of curriculum is urgently necessary. When reorganizing curriculum, it is necessary to preferentially reflect expertise and field adequacy, and also to focus on Strengthen Teaching Aptitude and Personality Program, Development of Faculty Competency, Competency-based Curriculum Reorganization, and Strengthen Linkage between Teaching Profession, Curriculum Contents and Curriculum Education as specific innovation tasks. First, for "Strengthen Teaching Aptitude and Personality Program", it is required to have discriminatory provision as per type of 'grade' and 'teacher training curriculum' as well as integrated system management of pre-service teachers. Second, for "Strengthen Linkage between Teaching Profession, Curriculum Contents and Curriculum Education", it is required to have innovative operation through organizing research-based professor consultative group and to make systematic supplementation of teacher certification. Third, "Competency-based Curriculum Reorganization" is mainly composed of competency study of future teachers, organization of research-based professor group, network formation between teacher training institutes, and mandatory double major. Fourth, for "Development of Faculty Competency”, it is required to encourage learning community activities between faculties and to improve qualitative evaluation of strengthening of teaching competency.

본 연구의 목적은 교원양성기관의 교육과정에서 변화가 불가피한 영역과 취약점을 진단하고, 혁신 이슈에 대한 이론적 검토, 전문가 협의 및 관련 집단의 혁신 요구를 바탕으로 새롭게 혁신해야 할 과제를 탐색하는 것이다. 현행 교원양성 교육과정은 내용적 체계성 부족, 낮은 변화 대응력, 교원양성기관으로서의 특수성 미흡 등의 문제점이 지속적으로 제기되어 오고 있다. 교육 전문가들을 대상으로 한 설문 조사 결과, 교직 환경 변화에 대응하기 위해 교원양성 정책의 혁신이 필요하며, 그 중에서도 교육과정의 변화가 시급하다. 교육과정 개편 시 전문성과 현장 적합성을 우선적으로 반영하고, 구체적인 혁신 과제로 교직적성‧인성지도 프로그램 강화, 교수진 역량 개발, 역량 중심의 교육과정 재구성, 교직‧교과내용 및 교과교육 연계 등을 중점적으로 추진할 필요가 있다. 첫째, “교직적성‧인성 지도 프로그램 강화”를 위해서는 ‘학년’ 및 ‘교원양성 교육과정’ 유형에 따른 차별적 제공, 그리고 예비교사에 대한 종합적인 시스템 관리가 필요하다. 둘째, “교직, 교과내용 및 교과교육 연계 강화”를 위해서는 연구 기반 교수협의체 구성을 통한 혁신적 운영과 교원자격검정에 대한 제도적 보완이 요구된다. 셋째, “역량 중심의 교육과정 재구성”은 미래 교사 역량 연구, 연구 기반 교수 조직 구성, 교원양성기관 간 네트워크 구성, 복수 전공 의무화를 주요 내용으로 한다. 넷째, “교수진 역량 개발 강화”를 위해서는 교수자들 간 학습공동체 활동 권장, 교수 역량 강화 노력에 대한 정성 평가 강화가 필요하다.
