The purpose of this study is to analyze the differences in perception of importance and performance of elementary school teachers on the contents of the ‘Seven Standards for Elementary School Safety Education’ by using IPA (Importance-Performance Analysis). In this study, the questionnaire survey was conducted for 259 elementary school teachers in D Metropolitan City and G Province. The results of this study are as follows. There were significant differences in the importance and performance of all areas and sub-categories of the Seven Standards for Elementary School Safety Education, and importance was perceived higher than performance. The first aid area showed lower performance than high importance so that priority support was required. Regarding the occupational safety area, both importance and performance were lower than other areas. It implies that long-term improvement was required. Also, elementary school teachers recognized the importance and performance of violence prevention and personal protection area the most. From the findings of this study, we infer the following measures to improve the safety education of elementary school. First, it needs to strengthen practical training to raise teachers' awareness about the importance of the occupational safety education and to prepare additional budget to support the first aid training education. Second, it needs to extend teaching hours for the violence prevention and personal protection area and the first aid area in the safety education standard. Third, it is necessary for the elementary school teachers to improve their long-term awareness about categories with lower performance compared to their importance. And active guidance and publicity about the Seven Standards for Elementary School Safety Education should be carried out.

본 연구의 목적은 IPA(Importance-Performance Analysis) 기법을 활용하여 초등학교 안전교육 7대 표준안의 중요도와 수행도를 분석하는 데 있다. 이를 위해 D광역시 및 G도 소재의 공립초등학교에 근무하는 교사 259명을 대상으로 설문조사를 실시하였다. 분석 결과, 초등학교 안전교육 7대 표준안의 모든 영역 및 세부 항목에서 중요도가 수행도보다 높게 인식되었다. 응급처치 영역은 높은 중요도에 비해 수행도가 낮게 나타나 우선적 지원이 필요하고, 직업안전 영역은 타 영역에 비해 중요도와 수행도가 모두 낮게 나타나 장기적 개선이 요구되었다. 또한 초등학교 교사들은 폭력예방 및 신변보호 영역의 중요도와 수행도를 가장 높게 인식하고 있었다. 이를 토대로 도출한 내실화 방안은 첫째, 직업안전 교육의 중요성에 대한 교사의 인식을 제고할 수 있는 실습 중심 연수를 강화하고 응급처치 실습 교육을 지원하기 위한 예산을 추가 편성해야 한다. 둘째, 안전교육 실시 기준에서 폭력예방 및 신변보호 영역과 응급처치 영역의 교육시간을 확대할 필요가 있다. 셋째, 중요도에 비해 수행도가 낮게 나타난 항목에 대한 초등학교 교사들의 장기적인 인식 개선이 필요하며 학교 안전교육 7대 표준안에 대한 적극적인 안내 및 홍보가 실시되어야 한다.
