The purpose of the study is to explore and analyze validity of mitigation methods on teacher sorting based on perceptions of pre-service elementary school teachers. The study was conducted through surveys from pre-service elementary school teachers who are students and graduates of National Universities of Education across Korea. The perceptions of pre-service teachers on five mitigation methods suggested by the study differed by district and are shown as the following. First, pre-service teachers answered that they desire to teach in major cities regardless of incentives for remote area services. However, 500 thousand won or more of incentives for remote area services was chosen by a small difference, suggesting that providing incentives for remote area services may be an effective method to mitigate teacher sorting. Second, slightly more pre-service teachers were against of combining the adjacent provincial areas with major cities for allowing applicants of teacher employment examination. Third, pre-service teachers disagreed on serving obligational duties to work in adjacent provincial areas. Fourth, pre-service teachers agreed on regulating current teachers on retaking the teacher employment examination. Fifth, most pre-service teachers opposed to limiting the areas for taking teacher employment examinations to the areas where their affiliated university is located. Lastly, suggestions by the pre-service teachers were divided into four categories: teacher education, selection process, teaching professions, and social environments. The study proposed mitigation methods on teacher sorting based on the results and suggestions from the pre-service teachers.

본 연구는 지역 간 초등교사 쏠림 완화 방안을 탐색하는 데에 그 목적을 두고 있다. 이를 위해 예비교사인 전국의 교육대학교 학생들의 인식을 파악하여 그 실효성을 분석하고자 설문조사를 실시하였으며, 연구 결과 전반적으로 지역에 따라 인식이 다르게 나타났다. 연구에서 제시한 다섯 가지 방안에 대한 예비교사들의 전반적인 인식은 다음과 같다. 첫째, 도서벽지 근무수당은 금액에 상관없이 광역시에 근무하기를 희망한다고 응답하였다. 그러나 50만 원 이상의 근무수당이 근소한 차이로 그 뒤를 이어 긍정적인 효과를 나타낼 수 있을 것이라 분석하였다. 둘째, 인근 도 지역 통합 모집안의 경우 반대한다는 의견이 작은 차이로 앞섰다. 셋째, 인접 도 지역 의무 근무안 역시 전반적으로는 반대한다는 의견이 살짝 앞섰다. 넷째, 현직교사 재응시 제한안은 찬성의 응답률이 근소한 차이로 높게 나타났다. 다섯째, 학교별로 응시지역을 제한하는 안에 대해서는 반대의 의견이 압도적으로 높았다. 마지막으로 예비교사들은 양성, 선발, 교직사회, 사회 환경 측면에서 방안을 제시하였다. 위의 결과와 예비교사들이 제안한 대안들을 토대로 초등교사 쏠림 완화 방안을 제안하였다.
