Korea maritime safety tribunal is responsible for the investigation and judgment of the marine accidents to investigate the cause of the accidents and to secure marine safety through investigation and judgment about marine accidents arising out of the ocean. So far, a study has continued to be done using the written verdicts of the korea marine safety tribunal, but study on safety policies(recommendations, improvement measures, corrective action) of conclusions of the korea marine safety tribunal was not made. In this study, analyzed the effectiveness of safety policies through on-site investigations and opinions about accidents related to safety policy. Based on the effectiveness of the safety analysis suggest that continuous management of safety policy proposals, active reflection of budget related to marine safety policies, improvement of marine safety investigation system for the construction of safety policy management system, reinforce the promotion of the safety of the marine safety tribunal and the act provided a measure of the use of marine safety tribunal by utilizing marine technical educations. The probability of recurrence of similar accidents should be eliminated through the management and analysis of accidents related to safety policies.

해양안전심판원에서는 해양에서 발생하는 선박관련 사고에 대한 조사와 심판을통해 사고의 원인을 규명하고 해양안전 확보를 위해 해양사고에 대한 조사 및 심판에 관한 업무를 담당하고 있다. 그 동안 해양안전심판원의 재결서를 활용한 연구는지속적으로 이루어져 왔으나, 해양안전심판원의 재결 중 안전정책(권고, 개선조치, 시정조치)에 관한 연구는 이루어지지 않았다. 본 연구에서는 안전정책과 관련된 사고에 대하여 현장조사 및 의견수렴 과정을 거쳐 안전정책에 대한 실효성을 분석하였다. 실효성 분석을 기반으로 안전정책 제안 사례에 대한 지속적인 관리, 해양안전 정책과 관련된 예산의 적극적인 반영, 안전정책 관리 시스템 구축에 대한 해양안전심판제도의 개선방안과 해양안전심판원 홍보강화 및 해양 관련 전문교육을 활용한 해양안전심원의 활용방안을 제시하였다. 안전정책과 관련된 해양사고는 향후 사고의재발을 방지하고자하는 노력이 필요한 사고라고 할 수 있다. 안전정책과 관련된 사고의 관리 및 분석을 통하여 유사사고의 재발에 대한 개연성을 제거해야 할 것이다.
