Korea has three sides on the sea. As a result, it continues illegal immigration through the ocean. The cause and motivation of a illegal immigration through ocean are various. There are merely personal motives, terrorism, ethnic discrimination, drugs, trafficking of people, escape of criminals, and so on. Because it is dangerous to the nation and society, it is classified as an international crime. Also, the method of illegal immigration through ocean is diverse. In the past, there was a way of connecting on the high seas. Recently, it is illegal immigration into a legal status and illegal immigration through ocean. A illegal immigration through ocean has characteristics such as organizing, sophistication, intelligence, diversification. In this research, I presented the actual condition of the illegal immigration through ocean, examples and Korea Coast Guard measures. I presented a theoretical background for the progress of research. The theoretical background presented the theory of network theory and institution. The actual condition and case of a illegal immigration through ocean presented the recent occurrence. The Korea Coast Guard measures first, the measures taken by the Korea Coast Guard is initially strengthened. Second, region - country - international cooperation and information sharing The illegal immigration through ocean will be applied in various ways in the future. Appropriate measures by Korea Coast Guard are necessary. CCTV is monitoring areas where people's security is difficult. But now I examined the problem of CCTV. Geographical analysis applying sea route is necessary only in Korea.

우리나라는 3면이 바다로 되어 있어, 다른 방법보다 해양을 통한 밀입국이 시도되고 있는 실정이다. 밀입국의 경우 다양한 원인과 동기에 의해 발생하고 있는데, 단순한개인적 동기를 떠나 테러리즘, 민족차별, 마약, 인신 매매, 범죄자 도피 등 국가의 안전에 위험 요소가 있어 제5대 국제성 범죄로 분류되고 있다. 과거에는 공해상에서 어선환승 등의 방법으로 밀입국이 시도되었지만, 최근에는 단속 강화 등으로 인해 합법적신분 위장 등 더욱 교묘한 방법으로 밀입국이 시도되고 있다. 한편, 과거부터 최근까지밀입국 시도가 지속적으로 감소 추세에 있기는 하지만 특정 조직과 밀입국을 시도하려는 개인이 있기 때문에 밀입국은 지속적으로 발생할 우려가 있다. 이 연구에서는 밀입국에 대한 이론적 배경으로서 기존의 연결망 이론과 함께 제도 이론을 통한 밀입국 원인을 적용해 보았다. 특히, 밀입국은 단순히 개인적 원인뿐만 아니라 사회․경제․문화등 다양한 이해관계의 결과에서 발생한다는 내용을 제시하였다. 향후 밀입국은 더욱다양한 방법에 의해 시도될 가능성이 있기 때문에 해양경찰도 그에 적합한 대응 방안이 필요함을 제시하였다. 특히, 인적 보안이 어려운 지역의 경우 CCTV에 의존 할 수밖에 없는데 현재의 CCTV 실태에 대해 그 문제점을 살펴보았다. 또한, 해상의 경우바닷길 흐름에 따른 한국형 지오그래픽 분석의 필요성을 제시하였다.
