Vessel Traffic Services(VTS) systems are national information and communication Infrastructure like air & railway traffic control system. If system failure or interruption occurs, it is highly probable that it will lead to ship collision. Recently, there is a growing threat of hacking to the national infrastructure, transportation and logistics system. In this study, we analyzed the present status of information security in VTS system and examined the improvement in management, physical and technical aspects. In aspects of management, a program for security essential education of the chief of VTS center as well as the VTS operator should be developed and operated. In terms of physical aspects, it is necessary to establish an integrated security control center. In terms of technology, it was necessary to strengthen the security of VTS system by building log server and wireless intrusion prevention system.

선박교통관제(VTS)는 항공․철도 관제와 같이 국가정보통신기반시설이다. 만약시스템 운영 장애 및 중단이 발생한다면, 선박 충돌사고 등으로 이어질 개연성이 높아 주의가 필요하다. 최근 국가 기반시설인 교통과 물류 전산 시스템에 대한 해킹위협이 높아지고 있다. 본 연구에서는 국가주요기반시설로서의 VTS 시스템의 정보보안의 현황을 분석하고 앞으로 개선해야 할 점을 관리적․물리적․기술적 측면에서살펴보았다. 관리적 측면에서는 VTS 시스템을 운영하는 관제사뿐만 아니라 보안담당관인 센터장의 보안 필수 교육을 위한 프로그램이 개발 및 운영되어야 한다. 물리적 측면에서는 통합보안관제센터 신설이 필요하며, 기술적 측면에서는 로그 서버와무선침입차단시스템 구축을 통해서 VTS 시스템 보안을 강화할 수 있는 방안이 필요하였다.
