This paper aims to analyze the satisfaction of the maritime safety leader education, which is being implemented to prevent marine accidents and to establish marine safety culture. In addition, it is to derive important factors that should be considered firstly for the realization of safety management on shipping company. To do this, we surveyed and analyzed marine safety leader education. Particularly, the satisfaction of the participants (coastal passenger ship and cargo ship companies) about six education programs was analyzed. As a result, there was a difference in satisfaction with two programs such as ship handling simulation training and safety management strategy. We have also drawn up factors that should be considered for the realization of safety management by CEO of shipping company. Important factors were identified as vessel inspection system, seafarers’ policy, financial support system, education for CEO and seafarers, ship safety facilities and improvement of route environment. Based on the results of this analysis, it will be more practical and effective to use the data to improve the maritime safety leader education program. It is also expected to be used to establish policies for the settlement of marine safety culture.

이 연구의 목적은 해양사고 예방, 해양안전문화 정착을 위해 시행되고 있는 선사CEO 해양안전리더교육의 만족도를 분석하는데 있다. 또한 해운선사 안전경영 실현을 위해서 우선적으로 고려해야 할 중요요인을 도출하는데 있다. 이를 위해 해양안전리더교육을 조사․분석하였다. 특히 6개의 교육 프로그램에 대하여 교육 참여자(연안여객선사, 화물선사)를 대상으로 만족도를 분석하였다. 그 결과 2개의 교육 프로그램(선박조종시뮬레이션 실습, 안전경영전략)에 만족도의 차이가 있는 것으로 나타났다. 그리고 해운선사 최고경영자의 안전경영 실현을 위해 우선적으로 고려되어야 할 요인을 도출하였다. 중요요인은 선박검사제도, 선원정책, 재정지원책, 최고경영자 교육, 해기사 및 선원 교육, 선박안전설비, 항로환경정비로 파악되었다. 향후 이분석결과를 토대로 해양안전리더교육 프로그램의 개선 개선에 활용한다면 보다 실제적이고 효율적인 교육이 이루어질 것이고 해양안전문화 정착을 위한 정책 수립에 활용될 수 있을 것으로 기대된다.
