지리적으로 대한민국과 가까운 곳에 위치해 있으며 역사적으로 때로는 적대국으 로 때로는 우방국으로 상호교류가 많은 중국, 1992년 한 ․ 중 수교 후 두 나라 간의 경제교류는 더욱 활발해 졌으나 이로 인한 대한민국 국민이 중국 현지에서 다양한 범죄로 인한 피해가 자주 발생하고 있다. 한편 중국이 한국범죄인들의 도피처로 이 용되기도 한다. 이들의 행위는 단순 도피가 아닌 중국에서 한국인, 조선족, 중국인 들을 대상으로 범죄를 저지르기도 한다. 최근 미국의 고고도미사일방어체계 사드 (THAAD)배치 관련 외교 분쟁 또한 심각한 상태이다. 이러한 한중 관계 문제를 원만 하게 해결하기 위해서 중국경찰 및 유관기관과의 국제적 협력이 더욱 절실히 요구되는 시기이다. 경찰제도는 그 나라의 역사적 배경, 국민의식, 정치제도, 치안상태 등 여건에 따라 달리하며, 국가마다 운영방 법 또한 다르다. 이런 점에서 중국경찰의 발달과정과 중국경찰의 조직 구조, 공안 ․ 검찰 ․ 법원 기관의 업무분담 및 상호관계, 중국경찰 의 인사제도의 특징에 대하여 전반적으로 살펴보았다. 최근 중국이 강조하는 분야는 법치행정이다. 경찰도 각종 규정과 절차에 따른 집 행을 추진하고 있으며 중국경찰의 임무도 경제 급성장으로 인해 파생된 각종 민생치안 관련 범죄가 증가하고 있어 중국경찰의 역할도 사회 민생치안에 초점을 두고 임무를 수행하고 있다.
