The North Korean police have been reorganized several times since the establishment of the Democratic People's Republic of Korea on September 9, 1948. This study has been studied as a basic data of unification Korean police integration in the future. In this paper, we tried to study the process of transition of North Korean police through the history and narrative methods and the contents of duty, class, personnel system, police personnel, police manpower selection, education and promotion of North Korean police. The data on the North Korean police are very poor due to the North Korean government maintaining the dictatorship system after liberation from the Japanese imperialism era in 1945. Therefore, previous studies on the North Korean police are inevitable, and the research data are too old, or are based on recent North Korean testimony or North Korean broadcast data. Therefore, this paper focuses on the transition process of the North Korean police organization and the organizational structure and characteristics of the North Korean police using the existing secondary data, testimony of defectors, and the North Korean media.

북한경찰은 1948년 9월 9일 조선민주주의인민공화국이 수립된 이후 여러차례 조 직개편이 되었는데, 본 연구는 향후 통일시 남북한 경찰통합의 기초자료로서의 가 치도 있다고 보고 연구되었다. 본 글에서는 역사·서술적 방법을 통하여 북한 경찰 이 창설된 후 그 동안 변천과정과 북한 경찰의 임무, 계급, 인사제도, 경찰인원규 모, 경찰인력선발, 교육과 승진 등 전반적인 내용을 연구하고자 노력하였다. 북한 경찰에 관한 자료는 북한이 1945년 일제통치로부터 해방된 후 공산독재체제를 유지 해와 그 폐쇄성으로 인해 매우 빈약하다. 그래서 북한경찰에 관한 선행연구가 미진 할 수 밖에 없으며, 연구물도 오래된 자료이거나 최근의 탈북자 증언 또는 북한방송 자료를 토대로 정리된 정도에 불과하다. 따라서 본 논문은 기존의 2차적 자료, 탈북 자의 증언, 북한 매체 등을 활용하여 북한 경찰 기구의 변천과정, 북한 경찰의 조직 구조･특성을 조명하는 데 중점을 두었다.
