The purpose of the study was to examine the way general English was taught at A university and how closely it was related to the requirements of communicative competence of the NCS to suggest better ways of offering English courses tailored to meet the NCS requirements. Data were collected through discussion sessions with professors, documents review, and interviews with 20 students. The results of the study revealed that although the main aim of the general English program was to enhance students’ communicative competence, English was mainly taught to prepare students for a standardized test in a discrete way, which did not meet the requirements of communicative competence of the NCS. The following suggestions were made based on the results of the study. The university should create a new curriculum for its general English program based on CBI with an emphasis on theories of situated learning and ZPD and implement more innovative ways of assessing students’ performance, such as portfolio assessment for writing skill and role plays and group discussions for speaking skill.

본 연구는 교수자 토론, 문서 검토, 학생 인터뷰를 통해 국가 직무능력 표 준에 기반을 둔 교양영어 프로그램 개선에 대한 제안을 하기 위해 한 대학교의 교양영어 과정을 검토하고 국가 직무능력 표준과의 관계를 조사하였다. 이 학 교 교양영어 프로그램의 근본적 목적이 학생들의 의사소통 능력 증진임에도 불구하고, 국가 직무능력 표준을 충족시키지 못하는 시험 영어 위주로 교양영 어 프로그램이 진행되고 있었다. 결과에 근거하여, 국가 직무능력 표준에 기반을 둔 교양영어 프로그램 개 선을 위한 몇 가지 제안 사항이 도출되었다. 이 학교의 교양영어 프로그램은 내용기반 교육과 상황 학습 그리고 근접 발달 지대 이론에 근거를 두고 재편성 되어야 하며, 역할극과 포트폴리오 같은 좀 더 혁신적인 평가 방법을 통해 학 생들의 말하기와 쓰기 능력을 평가하도록 요구된다.
