This article briefly introduces the multicultural society and human rights issues that I have been teaching since 2001, when I began teaching multicultural coexistence education and human rights education at Japanese universities. And I will also focus on multicultural society through an examination of human rights cases in Korea and Japan. I discuss the challenges within both countries. In addition to globalization, multicultural societies are inevitable realities in the movement of people across borders. These should be accompanied by a new form of human rights education which not only broadens multiculturalism but also develops view of a positive more energetic society through understanding social culture, multiculturalism and the recognition of diversity. Effective human rights education should be developed in order for all members of society to have a sense of human rights. In this way dynamic energy creation may be achieved through interchange and fusion of diverse cultures. Above all, individual human rights should not be violated in order to avoid conflicts and confusion caused by diversity. A multi-cultural symbiosis society in which individual human rights are guaranteed will be desirable and will make it possible to live together. This article examines the necessity of human rights education in such a multicultural society, it focuses on the human rights issues in Japan, which is aimed at becoming a multicultural society, and especially considers the human rights situation and education of Koreans and Korean Japanese in Japan.

이 글은 2001년부터 일본의 대학에서 다문화공생교육과 인권교육을 가르쳐 온 필자가 그동안 취급해 온 다문화공생사회 및 인권에 대한 간략한 소개와 함께, 한일 양국의 인권적 사례를 통해 다문화공생사회를 지향하는 한일 양국의 과제를 고찰한다. 글로벌화와 더불어 국경을 넘나드는 인류의 이동 속에서 다문화 공생사회는 시대적으로 불가피한 현실이다. 그렇기에 그에 걸맞는 사회적 인프라 정비는 물론, 이문화 이해와 다양성 인정을 통해 다문화가 결코 짐이 아니라 사회를 보다 풍요롭게 발전시켜주는 새로운 에너지원이라는 적극적 발상의 인권교육이 수반되어야 한다. 다양한 문화가 교류, 융합 하면서 다이나믹한 에너지 창출이 이뤄지기 위해서는 모든 사회 구성원이 인권 의식을 갖추도록 효율적 인권교육이 전개되어야 할 것이다. 무엇보다 다양함으로 인한 충돌과 혼란을 피하기 위해 개개인의 인권이 침해되어서는 안 된다. 개인의 인권 보장이 이뤄지는 다문화공생사회가 구축되어야 바람직한 [더불어 살기]가 가능하게 될 것이다. 이 글에서는 그런 다문화사회 속의 인권교육의 필요성에 대해 고찰하며, 다문화사회를 지향하는 일본 속의 인권문제, 특히 재일동포의 인권사정 및 교육 현황 등을 살펴보기로 한다.
